Cuban Light Bulb Scandal Rodney Chin Tape 1




There was damning testimony on Wednesday at the trial of former Junior Minister Kern Spencer who is accused of corruption.

The court began playing the controversial tape recordings between Mr. Spencer and the chief prosecution witness, Rodney Chin.

After weeks of waiting the court finally began hearing the conversations which were captured by Mr. Chin, a former accused turned state witness.

Government prosecutors say the recordings linked the politician to the Cuban Light bulb affair.

Although the quality of the recordings left much to be desired, in November 2007 Mr. Spencer is heard asking Mr. Chin to sign a letter on behalf of Universal Management Development Limited (UMD), one of the companies which was responsible for the distribution of the Cuban lightbulbs.

Mr. Spencer wanted to submit the quotations for UMD to the Auditor General after the authorities began digging into the connections of companies involved in the Cuban Lightbulb programme.

Mr. Chin, who said he was fronting for Mr. Spencer in establishing the company, is heard on the tape cautioning Mr. Spencer to be careful as Mr. Spencer wanted him to "back date" the letter head of the company to August 2006.

Mr. Chin is heard telling Mr. Spencer that this is "fraudulent".

He is also heard telling Mr. Spencer that he had to be careful as the authorities would be looking for fraud in examining the letter.

Mr. Chin told the hearing that he was concerned about this aspect as the UMD was not a registered company in August 2006.

The tapes revealed that Mr. Spencer repeatedly called Mr. Chin between November and December 2007 when the authorities and the Office of the Contractor General began probing the Cuban Light bulb programme.


The men were heard discussing ways to cover their tracks if confronted by the authorities.


On one of the recordings, Mr. Spencer was heard asking Mr. Chin whether he had heard from JLP General Secretary Karl Samuda after the Prime Minister was given a copy of the Auditor General's report.

Mr. Chin told him he did not want to discuss that issue over the phone.

The men were also heard speaking about hiring lawyers as the light bulb scandal became a frequent news item.

Wednesday Mr. Chin maintained that the UMD and the Caribbean Communications Media Network, which were mentioned on the tapes, were owned by Mr. Spencer.

Government prosecutors will continue playing the tapes when the trial resumes Thursday.
