This is a "circumhorizontal arc", also called a "circumhorizon arc", a fire rainbow and a lot of other things.It's light refracted by ice-crystals high up in the atmosphere.It's perfectly normal, and you can find many other pictures of the phenomenon on Google's Image Search, to compare to this one.
