"This suicide attack was the work of the Taleban," said Governor Assadullah Khalid, adding the death toll may rise.
Southern Afghanistan is a Taleban stronghold and last week the Kandahar governor himself was the target of an attempt on his life.
The Taleban have not claimed responsibility for the blast, but it bears all their hallmarks, says the BBC's Jon Brain in the Afghan capital.
Among those killed was Abdul Hakim, a local police chief fiercely opposed to the Taleban who is thought to have been the target of the attack.

Dog-fighting competitions, which were banned under the Taleban regime, are a popular pastime in Afghanistan.
"Fighting had just started between two dogs," said one spectator, Abdul Karim.
"Suddenly I heard a huge explosion next to a police vehicle. Then I saw lots of people dead and wounded.
"I counted over 40 people on the ground dead," Mr Karim, 53, told the AFP news agency.
Twisted car and bicycle parts littered the ground as shawls and shoes lay scattered among the bodies of the dead and wounded.
Injured spectators staggered through the carnage searching for relatives.
Scores of wounded were packed into civilian cars and rushed to hospitals in the city centre, some 15km (nine miles) away.
Advisers from Time Warner-owned AOL have held talks with representatives of Yahoo to see if a deal is workable, the Sunday Telegraph reported.

Robert Olstein, a fund manager with about one million Microsoft shares has written to the firm saying that it should "in no circumstances" raise its offer.
He, like many other investors, believes that buying Yahoo would prove a distraction to Microsoft, the Observer said.
Microsoft shares have fallen by about 10% since it made the Yahoo offer - wiping almost $35bn from its share value.
Microsoft wants to merge with Yahoo to increase its online presence and enable it to better compete with industry leader Google.

WASHINGTON - A leading U.S. doctors group has endorsed using marijuana for medical purposes, urging the government to roll back a prohibition on using it to treat patients and supporting studies into its medical applications.
The American College of Physicians, the second-largest doctors group in the United States, issued a policy statement on medical marijuana this week after it was approved by its governing body, the group said on Friday.
The group cited evidence that marijuana is valuable in treating severe weight loss associated with AIDS, and nausea and vomiting associated with chemotherapy in cancer patients.
"Additional research is needed to clarify marijuana's therapeutic properties and determine standard and optimal doses and routes of delivery. Unfortunately, research expansion has been hindered by a complicated federal approval process, limited availability of research-grade marijuana and the debate over legalization," the group said.The Philadelphia-based group, founded in 1915, is made up of 124,000 doctors who treat adults.
"The richness of modern medicine is to carefully evaluate new treatments. Marijuana has been in a special category because of, I suppose, its abuses and other concerns," Dr. David Dale, the group's president and a University of Washington professor of medicine, said in a phone interview.
David Murray, the White House Office of National Drug Control Policy's chief scientist, said, "The science should be kept open. There should be more research. We should continue to investigate."
The policy statement said, "ACP encourages the use of nonsmoked forms of THC (the main psychoactive element in marijuana) that have proven therapeutic value." It also backed research into additional therapeutic uses of marijuana.
The government should review marijuana's status as a so-called schedule I controlled substance, alongside such drugs as LSD and heroin, given scientific evidence of its safety and efficacy for some medical conditions, the doctors group said.
It called for exempting doctors who prescribe or dispense medical marijuana in accordance with state law from federal criminal prosecution and other actions. It also urged protection from criminal penalties for patients who use medical marijuana as permitted under state laws.
Two men were arrested and three guns seized in separate incidents between Wednesday and Thursday, police are reporting.

Acura has begun to drip-feed us information about its updated TSX sedan, which will be formally unveiled at this year's New York auto show. Based on the single beauty show we got today, the styling of the 2009 TSX departs from that of the current model in several significant ways. The front end has the same beak-shaped arrangement that many of Acura's newer models, including the 2009 RL, which was unveiled last week. At the stern, the new TSX appears to have more of a raked rear windshield than the current model. It also appears to forgo the horizontal decklid of the current generation car, in favor of a smoother, more bulbous rear profile.
The new TSX is expected to get Honda's new 2.2-liter i-DTEC diesel engine when it goes on sale later this year, making it the first diesel-powered car from Honda Motor to reach the United States. There is currently no information available on Interior upgrades of the new model, but don't be surprised to see it equipped with Acura's version of XM NavWeather, which has already been announced for the 2009 RL.
Eminem has battled pneumonia and obesity rumors during the two year hiatus since he's released any new material, and now it appears copyright infringement can be added to the list. Belgian violinist Raymond Vincent claims that Eminem's 2001 single "Cleanin' Out My Closet" either copied or interpolated 160 measures of a song from 1968 entitled "Daydream." Billboard reports that in 2003 Vincent appealed to the Belgian Society of Authors Composers and Publishers (SABAM) to have royalties blocked from the song's composers, Eminem and producer Jeff Bass.
A SABAM judgment in favor of Vincent was overturned by the Brussels Court of Appeals in December of 2007, but due to the initial ruling, some international publishing societies still continue to withhold royalties from both Eminem and Bass. The international royalties from "Cleanin' Out My Closet" could add up to a substantial amount, since the single was released from The Eminem Show, which has certified sales of over 8 million domestically.
Two key issues lie at the heart of the matter. Experts who have analyzed Vincent's work agree that his composition borrows heavily from Russian Classical composer Tchaikovsky. This would make it virtually impossible for Vincient to claim someone sampled from his work, when it is not entirely original either. SABAM is also controlled by the Belgian Ministry of Economics. This legal loophole would allow SABAM to continue to suggest that other international publishing societies withhold Eminem's royalties, despite the case being reversed last year. Both issues could tie up millions of dollars in international royalties, in what is essentially an international case of one artist's word against another's.
"I was in the studio with Jeff and Marshall," says Joel Martin, who handles Eminem's domestic publishing. "It was absurd that they used any portion of an obscure Belgian song [written] before Marshall was born. And if rappers were to use old records, they would use the records. They don't steal a melody."

MAJOR traffic changes along Marcus Garvey Drive in Kingston are set to come into effect by the end of next week to facilitate the US$9-million road rehabilitation work by French construction company, Bouygues.
But chief executive officer of the National Road Operating and Constructing Company (NROCC), Ivan Anderson, could not give details on the changes to be made saying that they had not yet been finalised.
He, however, assured that the public would be given adequate notice of the changes once the agreement with the National Works Agency (NWA) is finalised.
In the meantime, Jean-Noel Foulard, project director of Bouygues, said it was important that the traffic changes be made to facilitate the smooth running of the project, which he said was on target for completion in July.
He said work was being done to shift the traffic, which he said would be completely different "although we will still maintain the two lanes on both sides".
Further work, he added, was being done on the median path, after which the traffic would be shifted to that section for work to be completed on either side of the roadway.
Marcus Garvey Drive, one of the city's major thoroughfares, is being upgraded from four to six lanes, which the Government expects will ease the congestion of traffic exiting the Portmore toll road.
Major drainage work is also to be done along the corridor.

As they ate and drank, they could never have guessed that the body of their host's missing wife was just metres away.
The guests were marking the 21st birthday of Michael Hegarty, whose former father-in-law, Frederick Boyle, was found guilty last week of shooting wife Edwina Boyle and hiding her remains in the drum for 23 years.
Mrs Boyle went missing in October 1983 and her husband told family and friends she had left him to start a new life with a truck driver named Ray.
Nearly 10 years later, on February 19, 1993, Mrs Boyle's relatives were among guests at the Boyle family home in Carrum Downs, Victoria, Australia to celebrate Mr Hegarty's 21st birthday.
Recalling his 21st birthday to the jury, Mr Hegarty became emotional.
Snapshots showed guests partying underneath the carport, which was decorated with balloons and streamers.
And Mr Hegarty identified his cousin and her boyfriend posing in one image and a friend and his uncle in another.
The green drum can be seen in each picture.
During a clean-up of the family property Mr Hegarty cut open the drum and made the grim discovery.
Last week a jury found Boyle guilty of shooting his wife.
Boyle, 58, awaits sentencing.
Man on most wanted list turns self in |

A mere 24 hours after the police released a refreshed list of the island's 11 most wanted men, one of the fugitives, Christopher 'Chicken Back' Barrett, yesterday heeded the police's call to take the peaceful option of surrender.
Barrett, who hails from Gregory Park in St Catherine, was wanted for last month's murder of Kevin Bryan at Cottage Lane in the community.
Yesterday, he was taken to the police by members of his family and handed himself over to Senior Superintendent Devon Watkiss of Area Four and officers from the Major Investigation Team (MIT) who took him into custody.
He is the sixth fugitive whose name has so far been deleted from the 'most wanted' list, which was first issued in September last year.
At a press conference on Monday, MIT head Assistant Commissioner Les Green appealed to the fugitives to take the peaceful option and surrender with their lawyers.
Yesterday, head of Operation Kingfish, ssistant Commissioner Glenmore Hinds, repeated the call.
"We are appealing to them to turn themselves in so they can at least be interviewed with their lawyers," Hinds said.
Barrett's surrender came only three days after the capture of another fugitive, Robert 'Dinero' Brown, and 17 days after the capture of alleged boss of the Stone Crusher gang, Eldon Calvert. Three others - Dryden brothers Deon and Wayne and Gerald Taylor - were killed.
Brown, who is wanted for five murders and five shootings, was held with 26 rounds of ammunition in the rural St Andrew district of Lawrence Tavern last Saturday evening while Calvert was taken from a posh residence at Wood Grove in Trelawny on January 27.
The police also report that they have seized 73 guns since the start of this year. They say without the public's help, their work would be in vain and encouraged others to exercise vigilance in their communities.
"The informer label is one of those myths and stories passed on by criminals. We need to drop those myths. We can and we do protect these individuals," Green said. "The gunmen live in these communities and extort these communities. They do not protect these communities."
Florida authorities and a university official have identified the gunman in the Northern Illinois University slayings as 27-year-old former student Steven Kazmierczak, though police have yet to release a name.
Seven people have died following Thursday's massacre at Northern Illinois University.
Police are still trying to determine a motive after a sociology student who graduated last spring returned to the school, entered a lecture hall with a shotgun and two handguns and opened fire at about 3pm. He killed five people and wounded 16 others, some critically, before fatally shooting himself. One of those critically injured victims succumbed to their wounds overnight.
According to school officials the gunman, who hasn't been identified, didn't have a criminal record. Polk County, Florida sheriff's officials said they were asked to speak with "the father of the shooting suspect," a man who lives in Lakeland, Fla., and was identified as Robert Kazmierczack.
"I kept thinking, 'Oh God, he's going to shoot me. Oh God, I'm dead. I'm dead. I'm dead,'" said Desiree Smith, a senior journalism major who dropped to the floor near the back of the auditorium.
"People were crawling on each other, trampling each other," she said. "As I got near the door, I got up and I started running."
University President John Peters said four people died at the scene including three students and the gunman, while three more have since died in hospital. The teacher, a graduate student, was hurt but expected to recover. The gunman, dressed in black and wearing a stocking cap, wasn't currently enrolled at the school, which has 25,000 students and is located 65 miles west of Chicago.
"It appears he may have been a student somewhere else," University Police Chief Donald Grady said.
No other details have been released about the gunman or the victims.
Student Lauren Carr was sitting in the third row of the lecture hall when she saw the shooter walk through a door by the stage.
"I personally Army-crawled halfway up the aisle," the 20-year-old sophomore recalled. "I said I could get up and run or I could die here."
The school was locked down within 20 minutes of the shots, part of a security plan created after a student at Virginia Tech killed 32 people last year.
Classes were cancelled Thursday night and the campus was closed Friday. It's the fourth school shooting in the U.S. within a week.
On Feb. 8 a woman shot two fellow pupils to death before killing herself at Louisiana Technical College in Baton Rouge. This past Monday a 17-year-old was accused of shooting and critically wounding a fellow student in gym class at a Memphis, Tenn. high school. And a 15-year-old has been declared brain dead after being shot at a junior high school in Oxnard, Calif.

Clothing retailer Gap completed their "Sound of Color" campaign today. The ad was conceived by assigning five artists a color and having them create an original song based upon the prearranged color. Rapper, producer and Full Surface Records founder Swizz Beatz teamed up with up-and-coming director Tom Gatsoulis on the song "Candy Green." Swizz has previously appeared in Gap advertisements, and will have the benefit of retaining the rights to his music after the month-long viral campaign is finished for Gap.
"I didn't want to do a song I wasn't comfortable giving to the DJs," Swizz tells Billboard. "I took the approach of, 'How would I use green in a painting without making green the main ingredient, and use it in the slickest way?'"
Gap director of advertising Jamie Gersch says the goal of the campaign is to connect with people via digital media and convey the emotion of the company's new spring line. Swizz is the sole Hip Hop artist featured in the campaign, which also includes the Ravonettes, Dntel, the Blakes and Marie Digby. The "Sound of Color" campaign isn't the first foray into the fashion world for Swizz Beatz, he also serves as a partner for Kid Robot.
There have been attempts to put out a vehicle that can run on land and sea before, but there's never been anything quite like this one. Because the 'sQuba', as it's called, is a convertible.
Why would anyone make a car that goes underwater open to all that liquid? It turns out there's method to the madness. The creator loved the James Bond movies and decided to spare no expense in bringing a true submarine car to fruition. As to why he left the top down: "For safety reasons, we have built the vehicle as an open car so that the occupants can get out quickly in an emergency," explains 52-year-old Frank Rinderknecht of Rinspeed Inc., which designed the unusual auto.
It means passengers have to wear a form of modified scuba gear as they maneuver along the lake bottom. The air tanks are built into the car.
The sports car boasts sleek lines and designs, and goes up to 123 kilometres an hour on land. Hit the deck - and then drive off it - and you'll be slowing down considerably. The sQuba will only go about 4 kilometres an hour on top of the water and just 2.8 k/ph once it's completely below the surface. It can reach as low as 30 feet deep.
The car runs on state of the art lithium ion batteries and boasts three electrical motors, each one designed for a different surface. One provides propulsion on land, while the other two drive the screw that makes it possible to move on or under water. It's also salt resistant, so you can take your time while sight-'sea'-ing.
But if you want one, you'll be spending money like water. The experimental craft costs more than a $400,000 Rolls Royce. And only a few will ever be made.
Most remain skeptical that they'll ever be anything more than just a one-off curiosity - although they admit it's an interesting curiosity.
"Other than some kind of a movie situation, for Bond-like stuff with lots of gimmicks, I can't imagine it will have any practical value," assess John Cabaniss of the Association of International Automobile Manufacturers. "Maybe people will need to go from land to water, and traverse a body of water, but underwater? Especially as it gets your suit wet."
Even its creator, who's spent 30 years tinkering with the idea, knows it's of limited practical use. "They might sell as toys for rich people, perhaps," Rinderknecht agrees. "I don't see mass transportation switching to cars that dive."

I added a moon here and using a 2 pixel hard brush I erased the parts of the moon so the window screen and bar shows through.
This technique is a very good way to get a non destructive means to create shadows and highlight with the dodge and burn tools that are not permanent" Create a new layer, then while holding down the Shift press F5 - now you want to click the arrow, select contents, then select select the 50% gray feature. after that, use the soft light blend mode. next hit D to get black and white colors. now you can use the burn tool with black for shadows, and the dodge tool with white selected for hilights. to undo the effect, fill with 50% gray again or paint over the area you want to erase with a #666666 typed into the color box at bottom that will make a 50% gray color and you can use that color to erase the dodge and burn tool effect. then hit D again to bring up black and white again.
I'm using the previous technique here but with varying the brush opacity for different strengths of hilights and shading. after you merge all the layers, Ctrl E - you can use another layer to bring out more details" add some stars, I created a custom star brush for that. also you can do a (Image - Adjusments - Photo filter to get a hue you like. Enjoy!
Final result. ~ the shadows of the screen I did with a layer mask (Q) then brushed over the screen, right click, make selection, Ctrl J - then move the layer to where you want the shadow to fall. do a slight guassian blur and you could warp and distort the shadow too for perspective.
hai everybody.. here i explain how to make beautiful flower from the cucumber.
I used the source image from "Cucumbers" contest.
First remove the background use pen or lasso tool..
Then go to Edit->transform->Distort and distort this image slightly..
Duplicate the layer and rotate the duplicate layer like this..
Then cut out the cucumber like this then duplicate it one more time and rotate it..
use this source..
Then combine this two images like this..
copy the paste this part and change this color use Hue->saturation.
Then duplicate this whole part then reduce the size one by one randomly then blur the flower..
use this image to the background.

Take the background and the guy photo in different layer
Create new layer and using rectangular marquee tool create a bold line across the image
Press alt and copy the lines for more than 6 or 7 times and take the layer below the 2nd layer..
creat new layer and press ctrl+alt+shift+E to create the combined image of all layers then go to image>adjustment>desaturation
after desaturated the layer go filter>blur>gussianblur and the value about 1 and save the file as psd and then delete that layer...
now duplicate the lines layer and place one of them in the topmost layer
select the front layer and by holding ctrl click the photo layer u get the out line of the guy.. then u pres ctrl+shift+I to invert the selection the press delete
now by selecting the front layer go to filter>distort>displacement horizontal 10 and vertical 10 click ok the select the file we saved before in step 5.. u see the lines near the face disturbed ..
now apply gaussian blur both the lines layer around 30..
this is the final output.. have fun..
First you have to make a pattern you will use later.
Make a new layer (3x3 px) and zoom in. Use the pencil tool to make 3 dots.
After that, you selects Edit -> Define Pattern.
Close the Pattern image, and create a new image. Use these settings.
Now chose your background colors. I chosed "#009fff" and "#60e7ff" . Make a gradient background like this.
Now you have to find a logo or a picture you wants to have on the userbar. I used the "Sheep alert" photo from a PST Contest.
Press Ctrl+T to transform it to the size you want. Place the picture or logo on the left side of the userbar. You can rotate it a bit if you want or change the Opacity.
Now you have to write a text. Use the font "Visitor TT1 (BRK)". Set the font size to 10 pt and the color to white. I wrote "Sheep protector".
Now double click on the text-layer and select "Stroke". Set the Size to 1 px. and the color to Black.
Now it should look like this.
Now select the Ellipse Tool and draw a white one like this.
Set the Opacity to 50%. The userbar should now look like this.
Now you have to use your pattern. Create a new "Fill or adjustments layer" and use the "Pattern" Style. Select your pattern and press OK. Set the opacity to 30%. .
The userbar is almost finished. Make sure the text layer is the upper-layer.
Now it is finished. You can add a black border around the userbar if you wants. The finished Userbar should look like this.
Think that the black block is the image that you want to apply shadow...

At the layer 2, right click the mouse at the letter fx, and choose create layer...

CTRL + T (transform) at the layer 2`s Drop Shadow.
Here, you can make simple ajustment using Free Transform...

Here, you can decrease the size too, using shit key to keep the proportion

You can erase part of the shadow...
You can use gradient tool, at the shadow...
you can use Hue/Saturation at the shadow... but in that case you need the clipping mask.

Valentine's Day started in the time of the Roman Empire. In ancient Rome, February 14th was a holiday to honor Juno. Juno was the Queen of the Roman Gods and Goddesses. The Romans also knew her as the Goddess of women and marriage. The following day, February 15th, began the Feast of Lupercalia.
The lives of young boys and girls were strictly separate. However, one of the customs of the young people was name drawing. On the eve of the festival of Lupercalia, the names of Roman girls were written on slips of paper and placed into jars. Each young man would draw a girl's name from the jar and would then be partners for the duration of the festival with the girl whom he chose. Sometimes the pairing of the children lasted an entire year, and often, they would fall in love and would later marry.
Under the rule of Emperor Claudius II, Rome was involved in many *la*hdy and unpopular campaigns. Claudius the Cruel was having a difficult time getting soldiers to join his military leagues. He believed that the reason was that Roman men did not want to leave their loves or families. As a result, Claudius canceled all marriages and engagements in Rome.
The good Saint Valentine was a priest at Rome in the days of Claudius II. He and Saint Marius aided the Christian martyrs and secretly married couples, and for this kind deed Saint Valentine was apprehended and dragged before the Prefect of Rome, who condemned him to be beaten to death with clubs and to have his head cut off. He suffered martyrdom on the 14th day of February, about the year 270. At that time it was the custom in Rome, a very ancient custom, indeed, to celebrate in the month of February the Lupercalia feasts in honor of a heathen god. On these occasions, amidst a variety of pagan ceremonies, the names of young women were placed in a box, from which they were drawn by the men as chance directed.
The pastors of the early Christian Church in Rome endeavored to do away with the pagan element in these feasts by substituting the names of saints for those of maidens. And as the Lupercalia began about the middle of February, the pastors appear to have chosen Saint Valentine's Day for the celebration of this new feast. So it seems that the custom of young men choosing maidens for valentines, or saints as patrons for the coming year, arose in this way.
Believing that Valentine's Day exists to celebrate the memory of a saint who valued love and romance, many exchange love notes or Valentines. Others believe that Valentine was later confused with the Norman French word 'galantin' meaning "lover of women". Through the passage of time, the two have merged with the result of St. Valentine being remembered as the patron saint of lovers.
