NEW YORK (CNNMoney.com) -- Crude oil prices rose to a new record high above $113 a barrel Tuesday as the U.S. dollar weakened further against the euro.
Light, sweet crude for May delivery rose to a new trading high of $113.93 a barrel in early morning electronic trading. The previous high of $112.21 was set April 9.
Oil settled at a record closing high of $111.76 a barrel on Monday.
"The path to $115 is cleared," said Stephen Schork, publisher of the oil trading newsletter The Schork Report.
The latest surge in crude prices is partly due to weakness in the U.S. dollar, analysts said. As the dollar has dropped versus the euro, many investors have flocked to commodities such as oil and gold to preserve the value of their assets.
"Those Pavlovian dogs are barking. Until someone breaks them out of that paradigm, they're going to keep trading that way," said Schork.
The euro bought $1.5865 early Tuesday, up from $1.5808 the previous session. The euro hit an all-time high against the dollar last Thursday.
Traders are also trying to get ahead of rising demand for crude as refineries finish their maintenance cycles and begin gearing up for fuel production over the next few months, Schork said.
Surprisingly, traders are not taking into account Monday's news that Brazilian oil company Petrobras (PZE) may have made the largest oil discovery in 30 years. According to Harold Lima, president of Brazil's National Petroleum Agency, the off-shore find could contain the equivalent of 33 billion barrels of crude, the world's third-largest oil reserve.
A find that large would normally put pressure on crude prices, said Omar Nokta, managing director of energy and commodities investment bank Dahlman Rose & Co. But the time and technology takes capitalize on new deep-water discoveries may be mitigating its effect on the markets.
"It's not going to happen overnight like it did 10 years ago," said Nokta. In a best-case scenario it would take a "good 5 years to fully develop a find," he added.
The new record for crude comes as both refined gasoline and diesel fuel reach record prices at the pump. According to a AAA survey, regular unleaded gasoline hit $3.386 a gallon, and diesel reached $4.119.
In other Nymex trading, heating oil futures rose slightly to $3.2029 a gallon while gasoline prices rose more than a penny to $2.8218 a gallon. Natural gas futures gained more than 15 cents to $10.053 per 1,000 cubic feet.
In London, Brent crude futures rose $1.79 to $111.63 a barrel on the ICE Futures exchange.

A heart transplant recipient who married the former wife of the heart donor, has committed suicide in the same way as the donor did.
Twelve years ago, Sonny Graham's heart was failing and he was on the verge of death, until he received a call from doctors, saying a donor heart had just become available. That heart belonged to Terry Cottle, 33, who had committed suicide by shooting himself in the head. The operation was a success and soon after, Mr Graham, 69, contacted the organ donor agency, saying he wanted to thank Mr Cottle's family. He began writing to Mr Cottle's widow, Cheryl, 39, and they soon fell in love and were married in 2004, moving to the US state of Georgia. After the wedding, Mrs Graham said: "It helped me so much. Meeting Sonny made it easier for me, knowing something so good came from something so bad." In a newspaper article published in 2006, Mr Graham said he felt an instant and unusual attachment when he met his donor's widow. "I felt like I had known her for years," Mr Graham said. "I couldn't keep my eyes off her. I just stared." But now, 12 years after the operation, Mrs Graham's life has been rocked by another tragedy. Mr Graham killed himself with a shotgun, in circumstances similar to those which claimed Mr Cottle's life. His friends said he had shown no signs of being depressed and were at a loss to explain his sudden death. According to scientists, there are more than 70 documented cases of transplant patients taking on some of the personality traits of the organ donors. |
The 'Tree Man of Java' is hoping to get married after doctors performed four major operations to hack away the bark-like tissue sprouting from his hands and feet.
For 20 years Dede Koswara lived covered in warts with huge tree-like growths encasing his limbs. Today Dede, whose plight was highlighted on the Telegraph website, can once more use his hands and walk without pain. He has also become a sudoko addict now medics have cut growths from his hands allowing him to hold a pen. |
Dede, 37, now hopes that he will resume a normal life after two more operations to graft undamaged skin onto his hands, feet and face.
Speaking from an Indonesian hospital, he said: "What I really want first is to get better and find a job. But then, one day, who knows? I might meet a girl and get married."
Dede's ordeal began when he was 15 and cut his knee in an accident. A small wart developed on his lower leg and spread uncontrollably.
Eventually he had to give up work as a builder and fisherman, and scratch a living in a traveling freak show. His wife of ten years left him as it became impossible for him to support her and their two children.
Late last year, however, Dede's plight was highlighted on Telegraph.co.uk and in a Discovery Channel documentary.
The documentary team took American dermatology expert Dr Anthony Gaspari to Indonesia to see if he could find a cure.
Dr Gaspari, of the University of Maryland, concluded Dede's affliction was caused by the Human Papilloma Virus (HPV), a fairly common infection usually causing only small warts.
Dede's problem was that he has an extremely rare immune system deficiency, leaving his body unable to contain the warts. The virus was therefore able to "hijack the cellular machinery of his skin cells", ordering them to produce massive amounts of the substance causing tree-like growths known as "cutaneous horns".
Indonesian health officials have suggested that the mysterious immune problem may occur in as few as 200 people worldwide.
Dede's counts of a key type of white *lo** cell were so low that Dr Gaspari initially suspected he may have the Aids virus.
Immediately after the documentary was aired, a row seemed to be brewing over Dede's treatment. The Indonesian government was worried that Dr Gaspari had taken *lo** and tissue samples abroad without official authorisation.
This was resolved, and Dr Gaspari has revisited Indonesia to meet the health minister Dr Siti Fadilah Supari. He is now liaising with the doctors caring for Dede at the Hasan Sadikin Hospital in Bandung, West Java.
Dr Lily Sulityowati, from the Indonesian Health Department, said: "Once Dr Gaspari met with the minister and explained all, we were happy to work with him."
Dede went under the knife for his first operation in January. In the most recent operation, in March, doctors removed growths on his feet. The medics are now trying to ensure that the warts don't grow back.
Dede is taking vitamin A tablets to boost his immune system, and Dr Gaspari is hoping to get expensive anti-viral medicine available only in the US.
Dr Rachmat Dinata, the skin specialist leading the Indonesian doctors, said the final phase of operations should be completed in around three months. They will take skin from Dede's back and thigh and graft it onto damaged areas.
Dr Dinata said: "There is still a high risk that there will be a recurrent growth of warts. So far, though, there has been some thickening of the skin, but no recurrent warts. Dede is very happy. Hopefully he will be able to socialise and work again."
For now, Dede is passing the time in hospital doing sudoko puzzles. Skin grafts on his hands will allow him better movement in his fingers, but he can already punch numbers into a telephone and talk to friends.
His father Ateng, 72, said: "You can see the form of his 10 toes now. He can wear flip flops. He loves doing sudokos. He is in good condition."
Ateng added: "The first priority is to get cured and get a job, but as a father, of course I want my son to remarry. He is a normal guy and he is still a young man."
Half Man, Half Tree is also being shown as part of Channel Five's Extraordinary People series on Monday April 14 at 9pm.
BLAINE, Wash. - A 13-year-old boy hopes to win a balloon-blowing record by a nose
Blowing through one nostril at a time, Andrew Dahl inflated 213 balloons within an hour Friday a feat that has been submitted for review by Guinness World Records.
His father, Doug Dahl, measured the balloons to make sure each was at least 20 centimeters, the minimum diameter, and his mother, Wendy Dahl, kept the tally.
At one point he asked, "Does this count as practicing my trumpet?" His mother replied, "Only if you can play that with your nose."
Andrew's first attempt 184 balloons in February was rejected because his father tied the balloons. This time he tied them off himself.
Laughter was expected at Scotialink, Liguanea, St Andrew, on Sunday. After all, the event was billed a s Laugh Till Yu Bely Buss.
But there was brawta on the chuckles from Elva, Christopher Johnny Daley and Joan Andrea Hutchinson, as Dance Theatre Xpressionz provided dynamic, coordinated moves before and there was song after.
And Lenya Wilks anchored the song in excellent fashion to close off the concert segment of an event that had begun much earlier with a childrens fun day, Jerry Benzwick coordinating some of the fun and games.
Glee aplenty
There was glee aplenty during the daylight hours, hosted by Jerry Benzwick, what with the mechanical bull tossing quite a few wanna-be urban steer busters and two young men getting entangled and falling to girl power in the three-legged race.
Co-hostess from the audience
Everaldo Creary hosted the concert, plucking a co-hostess from the audience. And when Wilks sang clearly, accurately and powerfully that do what you want as long as youre with me, he trotted out and became her brief romantic interest, getting a few faux caresses to go with the song as she sang directly to him.
On an evening of brief performances, Wilks showed her versatility, rocking the house with The First Cut (Is The Deepest) and Hideaway. And when an encore was required, Wilks asked if she could sing a slow song. Getting a yes, she said that Whitney Houston was her favourite singer and the whoops went up as she invited share my life.
She hit the required highs in I Have Nothing and closed on a high of a different kind.
Song had also come from Albira and Suhverto after Joan Andrea Hutchinson had wrapped up the rib-tickling, more so than belly bursting, comedic segment.
Hutchinson read the poem of an ICI who marked her box F-R-A-G-G-L-E and the contents were duly broken up through rough handling. More word play of the Jamaican kind came with olabammy on a restaurant receipt and a man ordering a freshly squozen orange juice. Ivan Lef Me Inna Grief spoke of a wanna-be crook who camped out in front of Courts and was disappointed and she also read about De Hog Name Crowd, as well as her Bad Advice on a relationship.
Childhood
Elva, who started off the jokes, said that there are some people who stay at your home, licky licky and when their stay is up yu no see dem a move. Wha dem name? she asked. Some said squatter, but Elva corrected them and said pickney. She compared her kind of childhood to those which are enjoyed now, saying that her mother would conduct spot check like police. If she fin nutten whe she no buy, straight back to de owner.
And once her mother hit her when she had done nothing wrong. When Elva protested her mother said yu gwine do suppen tomorrow an I don have de time.
Licks were also on Johnnys mind, who said his mother could throw pot covers around corners like a boomerang. He worked in the message to the children that stealing is wrong and told the story of two troublesome boys, Paul and Peter. Peter was sent to the pastor for a good scare, the preacher demanding where is God?! And Peter told Paul that God los an dem tink is we tief im.
Britney Spears in minor Car accident
Britney Spears' motoring misfortunes continue. The pop star was involved in a minor traffic accident late Saturday, but no one was injured and no vehicles were damaged, authorities said.
Spears was driving her 2008 Mercedes on the eastbound Ventura Freeway just east of the 405 freeway about 8:20 p.m. when the mishap occurred, said California Highway Patrol Officer Patrick Kimball.
Spears was in stop-and-go traffic when her car struck a 2006 Nissan in front of her that had stopped. The Nissan then pushed forward into another vehicle. No damage was noted to any of the vehicles.
The CHP took a report and no one was cited.
Since the mid-1980s, the scourge of AIDS has been taking its toll on the minds, bodies and lives of millions worldwide. Scientists are working to find a cure. As they do so, a Jamaican living in the United States has been saying for quite a while now, look no farther, the 'cure' is already available. He said it was sent to him by God.
"I did not come up with this 'cure' ... but, I was given it by the Angel Gabriel, who appeared to me in 2002, and said, 'I am going to give you the cure for AIDS.' So I replied, "There is no cure for AIDS!" Gabriel asked, 'Do you believe I am an angel?' Now, looking straight and stern at me, standing about seven feet away. So, I said, "Yes, what is it?" He showed me a species of the palm plant. I asked him how to get it out, which he showed me, and said that the dose should be 60ml three times daily for 21 days and the person will be 'cured' of AIDS.
And therein lies his challenge. Many in the medical science community don't believe him, even though he is claiming to have cured 400 persons so far with AMBUSH, the name of the drug derived from the plant. "I have contacted the Food and Drug Administration, the Centers for Disease Control and a host of other institutions who were 'very interested' until they asked the question: 'Who gave you?' and (when) I said the Lord God, then all lights are out." But, before we get to the 'cure' itself, who is this man with such a huge claim?
Name change
In Warsop, Trelawny, in 1953, he was born Vernon Palmer. Last year, he changed his name to Apostle Shada Mishe. The year before, he was on the ballots for governor of the state of Florida. But, years before that, he attended Warsop Primary School, Knox College and the College of Arts, Science and Technology where he studied pharmacy.
He has worked as a pharmacist in many locations, including Red Hills Pharmacy in St Andrew; the Kingston Public Hospital, Hialeah Hospital in Florida. He also studied political administration, and law at Nova University, and health services administration at Florida International University. Then, in 2002, Angel Gabriel, on a mission of mercy, manifested itself to him.
For seven months after the 'revelation', Palmer did nothing about the 'cure', but when his friend Larry was near death from AIDS, he acted. He recalled, "So I gave him the 21-day dose. In which time, I had to boil and feed him with cornmeal porridge because he was so weak. After 21 days, Larry had recovered and was on his way to full strength. I made him take the HIV test again and it was positive.
"I asked the Lord why it was positive if he is cured. The Lord reminded me of the principle of virology 101. When the virus is killed, the antibodies are left in the body. Therefore, the individual will always be positive, similar to mumps or smallpox."
The palm then is the source of this much-needed cure. The Lord God, he said, has given him seven steps to isolate the active ingredient, which is soft and metallic in nature, and has a carbon-uranium-sulfur-(classified)-phentolamine configuration or structure.
Preparation
Palmer: "AMBUSH is a radioactive isotope of uranium that is found in the palm plant of which there are more than 3,000 species. When ingested, AMBUSH causes the body temperature in the trunk area to rise to about 102 degrees when the individual is sleeping. The preparation takes four hours per batch, which is then given to the individuals for consumption, 60ml three times daily for 21 days. AMBUSH is a herbal preparation in this form, but it contains an active ingredient, which is a new crystalline substance."
The active ingredient, he's contending, kills the virus by causing its protein envelope to rupture and the viral particles are discarded by the white *lo** cells. AMBUSH is able to kill the virus that is hiding in the lymph system by its natural radioactive properties. This process allows the body to return to normal health.
"After 21 days on AMBUSH, all the individuals experienced a decrease in viral load to undetectable - an improvement in general health such as more colour to the face, a decrease in buffalo hump, an increase in gluteal muscles, a decrease in joint pain. There is also a dramatic increase in their sexual appetite beginning after the first week of therapy."
In another claim of success, he said a 35-year-old male AIDS sufferer who found it difficult to urinate was put on green tea and water, while his doctors contem-plated prostate surgery. One of the doctors gave the patient his number. He sent the man a supply of AMBUSH. Since he has started taking AMBUSH 18 months ago, he has not been given any more anti-retroviral drugs, has been in good health and has expressed a willingness to be examined by HIV investigators.
Universal 'cure'
But AMBUSH seems to be a universal 'cure', for Apostle Mishe is saying that as an antiviral and a natural radioactivity-producing agent, it is also effective against leukaemia, lupus and the human papilloma virus (HPV).
Palmer: "Here I am saying that I have given AMBUSH in the same strength and dosage to patients with leukaemia, lupus and HPV." Yet, no organisation or government is willingness to buy into his claim.
"I have sent this idea to most HIV research agencies, scientists in the field, universities, hospitals, clinics, politicians and news agencies (and) it is rejected because the name of the Lord God is mentioned. He has steered me scientifically through the processes such as which plant and how to produce the active ingredient."
Palmer, who said he was christened and confirmed in the Anglican Church, which he still attends, and sent by the Holy Spirit to be baptised in the Pentecostal Church, wants his proposal to be accepted on the basis that he has proven that AMBUSH has saved many end-stage and/or drug-resistant sufferers and that the scientific community is aware of their recovery.
No charge
And to those who might say it is just a scam to earn money, the ordained minister said, "I have never charged any of the people for their supply of AMBUSH, but a life's saving has been spent on the project with no remuneration from any sources because AMBUSH falls outside the walls of modern medicine and research."
He is steadfast in his claim, for he said, "If this is accepted or not, believed or not, the Lord God always wins, and this is the heavenly truth to which AMBUSH was divinely given to mankind for the 'cure' of HIV/AIDS and it will be here forever."
mi might sound wicked wid dis, but i dont want the cure to be released. cuz a nuh ppl ahguh bruk out, more immoralities ah guh happen, esp the skool pickney.
Female gunslingers |
BY KARYL WALKER Crime/Court co-ordinator walkerk@jamaicaobserver.com Sunday, April 13, 2008 |
POLICE investigators say more women have been arming themselves with guns, joining gangs and committing gun-related crimes in recent months, but are baffled as to why this is happening.
And while the Sunday Observer was unable to gather hard data up to press time, a number of high-ranking police officials have confirmed that there has been a noticeable increase in criminal activities among Jamaican women.
"It's not unusual for women to be involved in crime, but we have noticed a higher level of activity involving them over the past couple months," Deputy Superintendent Cornwall 'Bigga' Ford told the Sunday Observer.
Head of Operation Kingfish, Assistant Commissioner Glenmore Hinds, added that females seem to have graduated from their former roles of merely harbouring gunmen and sharing in their ill-gotten spoils to taking up the gun and committing murder, armed robbery and other gun-related crimes themselves.
Ford, who heads the Flying Squad, said he wouldn't hazard a guess as to the reasons behind the increased activity among women, but suggested that it was a natural progression based on some previous trends.
"It was the males who were involved in the drug trade until the females [effectively] took it over," he pointed out.
When the Sunday Observer spoke with him last Friday, Ford was on an operation in downtown Kingston and could not say off the top of his head exactly how many women the police are tracking. He did, however, give examples of two gangs of robbers - one of which is made up entirely of females - currently operating across the Corporate Area.
"We have a female who operates in Kingston 6 with three males. They do hold-ups and car-jacking. The female goes into the establishment, like a bar for example, orders drinks then the others join her and they rob the customers and the establishment," he said.
Similar activity was also evident around the time of Hurricane Dean last year, he said, when a banker was shot in a bar at Bronstorph Square off Washington Boulevard in the Kingston 20 area. The female's role in that robbery was to relieve the patrons and the bartender of their cash.
"A female was also shot in a robbery attempt in Harbour View about three weeks ago," added the cop, who said the woman hailed from the inner-city community of Tavares Gardens, more commonly known as Rema.
Last month, a woman was used by a group of gunmen who shot dead a shop owner at his business place at 31 Molynes Road. Residents said that the woman, dressed in a skimpy shorts, alighted from a car with the gunmen, went into the shop, apparently to distract Anthony 'Mettie' Glen and his customers, before the men in the car shot him.
Since the start of the year, at least three women have been arrested and charged with illegal possession of a firearm, robbery and other crimes in the Corporate Area.
The latest incident involved Tamika Lindsay, the girlfriend of former most-wanted fugitive and leader of the feared Gideon Warriors gang, Joel Andem. Lindsay was arrested and charged after police seized a Ruger 9mm pistol found in a bag of chicken feed at a shop she operated in the Land Lease community in St Andrew.
Lindsay is now behind bars.
Head of crime for the St Andrew Central police division, Deputy Superintendent McArthur Sutherland, said Lindsay was not the only woman gangster operating in his division.
One such female was held weeks ago at Ferry Lane in St Andrew. Police identify her only as 'Candice' or 'Man Royal', and described her as a dangerous criminal. According to Sutherland, 'Candice' has been charged with illegal possession of a firearm and assault, and will soon face the courts.
He said the woman brandished a firearm and pointed it at a cop before scaling a wall and escaping via a gully. The cops had swooped down on a premises in Zaidie Gardens, Kingston 20, in an effort to apprehend her when she pulled off the daring escape. She was wanted for questioning in connection with a murder on Red Hills Road at the time of the raid, Sutherland said.
The police say 'Candice' was also wanted for questioning in connection with gun-related crimes committed on Verene Avenue, Zaidie Gardens and in the 100 Lane area of St Andrew.
"She is a shotta girl who goes on the prowl with bad men," said Sutherland. "Women have always played a role. Now they are getting bolder and more assertive and are participating in robberies."
Head of the St Andrew North division, Superintendent Anthony Morris, said police in his division have also received reports of armed robberies carried out by women.
"We have been having a couple of robberies where females have featured. The females travel with a group of men and jump out of the vehicles with guns and rob people at gunpoint," Morris said.
Earlier this year, the Kingston West police arrested and charged a woman identified only as 'Tamara' after a high-speed car chase and shoot-out.
According to Deputy Superintendent in charge of crime for the Kingston west police, Arthur Brown, Tamara, was wanted for several armed robberies of gas stations all over the Corporate Area.
"They went on a robbery spree and were chased by police in Denham Town and were cornered at Metcalfe Street. The male driver escaped but she could not get out," Brown said.
"It's a serious concern and we're trying to analyse the data, get in touch with sources and arrest these people," added Ford.
Two pastors in Morant Bay, St Thomas, caused laughter in the town last Thursday when they clashed with Bibles in hand over a spot where they claimed they use to spread the Gospel.
Armed with their 'swords of righteousness', the men came close to physical blows after the pastor from the Spirit of Holiness Church arrived at his regular location to carry out his roadside service, only to find the pastor from the Nazarene Gospel Assembly preaching at the spot.
The two, who are known to each other, apparently had outstanding issues and it seemed the opportune time for the clash. The preacher who arrived last quickly launched into a verbal attack on his fellow minister. The pastor who was first on the spot responded swiftly.
The men threw a tirade at each other and were apparently on the brink of a physical clash, when the situation was defused by faithful worshippers who came with both men. The worshippers parted the men who curse at each other - with their Bibles in their hands.
Many who had come for some blessing left the scene cracking up with laughter, while others found it totally out of character as both men were chided by their flock.
"Dem shoulda know betta," an observer expressed as she and other onlookers who gathered discussed the situation.
The scene was later cleared by the police who stopped at the location after seeing the massive crowd which had gathered. One of the policemen proposed that permission may have to be sought for any such gathering in the future.Mavado denied entry to USA
Teino Evans, Staff Reporter
There has been a series of disappointments for dancehall artiste David Constantine Brooks, more popularly known as Mavado, but the latest came recently when he was denied entry when he arrived in New York last Thursday.
Mavado, who had been apprehended in Jamaica recently on gun-related charges, only had his travel documents returned to him a few days ago, as they were ceased under a court order.
However, due to his recent troubles in Jamaica, Mavado says the New York authorities have denied him entry into their country.
"Dem sey dem get it sey mi Visa cancel an' mi wanted inna Jamaica, suh mi a sey how mi fi wanted inna Jamaica an' mi jus' a come from Jamaica. Suh dem a sey dem haffi guh sen mi back an' check it out," Mavado said in an interview with THE STAR. "A three show mi did fi do ova deh (in New York), but dem (the promoters) jus haffi understand di vibe cause mi nuh own plane or airport."
However, Mavado says he will not allow his recent troubles to get him down.
"Right now, fi tell yuh di truth, a jus' life a di greatest ting, suh mi nuh even a worry mi self. Mi jus tek everything to Jah in prayer. Suh all who a fight mi, none a dem power nuh greater dan Jah," Mavado said.
Adding, "Look how mi all jus' a come back offa tour an' police a come lock mi up an' charge mi, an a long time ting dat, 'bout one year ago dem sey. A jus' bare fight dem a fight mi ... But as mi sey, a on di rock. Mi sey, mi nah guh under."
Mavado, who appeared before the Gun Court on March 28, was granted $200,000 bail with one surety and was ordered to surrender his travel documents.
Brooks was charged in connection with an incident where two persons were shot and injured on July 27 last year.
Mavado is scheduled to return to the Gun Court on May 27
Mary Coleman, a 35-year-old vendor, has been stealing electricity for more than five years. She knows it's wrong, but says she is unable to do any better.
"Bwoy, a jus' mi circumstances why mi haffi do it," she tells The Gleaner. "I cyaan afford fi pay light bill, feed mi three (children) and buy goods and still survive."
Coleman, who lives in a two-bedroom home in Spanish Town, is one of thousands of residents who caused the Jamaica Public Service Company (JPS) to incur approximately $4.8 billion due to electricity theft in 2007. And to make matters worse, legitimate customers had to fork out an additional $2.8 billion to cover the cost. In 2006, the figures stood at J$4.1 billion. Approximately $2.3b was underwritten by JPS and $1.8b by customers.
This is because both JPS and its customers bear the costs associated with electricity theft.
Losses are negligible
But Coleman, who also steals electricity at her Burke Road stall, thinks that JPS's losses are negligible.
"The light weh mi a tief a nuh nutten," she says, as she hangs a Tommy Hilfiger shirt on her stall. "Dat nah affect nobody. Plus, JPS a rob people to," reasons Coleman. "All mi use light fi run a mi radio, mi TV and mi fridge and mi nuh overdo it," she said.
But Coleman acknowledges the safety risks that power theft presents, saying she would avoid stealing electricity, she could.
"A mi babyfadda put up the wire, mi nuh really understand weh him do, 'cause mi 'fraid a dem tings there," she says.
JPS, the nation's only public distributor of electricity, estimates that there are in excess of 110,000 illegal 'throw-up' lines or illegiti-mate connections in communities across the island, primarily found in inner-city and poor rural communities. Of this number, approximately 50 per cent are estimated to be in the Corporate Area.
But electricity theft isn't unique to inner cities or low-income earners.
Winsome Callum, head of communications at JPS, tells The Gleaner that though illegal 'throw-up' lines are not usually found in upper-class communities, where residents are typically legitimate customers, electricity theft is still a concern.
"In cases where legitimate customers steal electricity, they use more sophisticated methods, which include meter tampering, meter bypass and line taps," she said in an email response.
The cost has risen significantly over the years because of increases in fuel prices, which have soared by over 125 per cent during the last three years - the higher the fuel price, the greater the value of the electricity stolen.
The light and power company says it is spending over $300 million each year towards both preventing and detecting the theft of electricity.
The fight
"It must be recognised, however, that the fight against electricity theft must involve all stakeholders, legitimate customers, the Government, security forces, citizen's associations and community leaders," Callum urges.
Since the start of the year, the light and power company has already removed over 10,000 illegal 'throw-up' lines from several communities and has carried out approximately 2,000 large account audits. Additionally, about 5,000 small commercial and residential accounts have been investigated for irregularities.
In 2007, the company's reduction programme resulted in the removal of 25,000 illegal 'throw-up' lines, 134 arrests and the recovery of approximately $494 million in retroactive and forward billing.
Following some 15,000 account audits last year, it also discovered several cases of meter tampering and bypass, line taps and direct connections. Among these cases of theft were several high-profile customers and business places.
ah dem ppl yah ah mek light bill suh high, is like dem nuh catah fi I
