Police
in St Catherine are still searching for a teenage girl who ran into
bushes naked after she was found in the arms of a man who is facing
sex-related charges in the Spanish Town Resident Magistrate's Court.
"We
cannot find her, Your Honour, and the school that she attends is giving
no cooperation to the police, but we will try to locate her," said
investigating officer, Detective Corporal Kirk Roache, when the matter
was mentioned yesterday.
The
man and two women are before the court because of the incident. The man
is facing carnal abuse and harbouring a juvenile charges, while one of
the women is facing charges of harbouring a juvenile. The other, who is
the child's sister, is charged with aiding and abetting carnal abuse.
Allegations
read in court on June 24 revealed that the man, a 35-year-old
construction worker, took home the 15-year-old girl, along with her
28-year-old sister, to his matrimonial house.
He allegedly told his wife that both sisters have fallen on "hard times" and he was helping them out.
It
is reported that when the wife left for market the man had sex with the
child with the knowledge of her elder sibling. When the wife returned
she was told what took place. An argument developed and the husband placed her in another section of the house and moved in with the 15-year-old girl.
The
police got wind of the argument and went to the house, where they
allegedly saw the juvenile and the husband wrapped up on the
matrimonial bed. The wife and other members were also seen in the back
room.
It
is reported that when the police attempted to enter the building, the
wife tried to prevent them, and the husband also tried to run away.
During this time, the girl ran away and has not being seen since.
The
wife, who is charged with harbouring a juvenile, was granted $200,000
bail, the husband $200,000, while the sister who has been charged with
aiding and abetting carnal abuse was granted $20,000 bail.
They are to return to court on August 5 when the case will again be mentioned.

NEW YORK (Reuters Health) - The rate of occurrence of peripheral artery disease is greater in blacks than whites in the United States, and various risk factors for heart disease do not completely account for the difference, researchers report.
Peripheral artery disease affects the circulation in the legs, and can lead to pain and difficulty walking. Dr. Joachim H. Ix of the University of California, San Diego and colleagues note that traditional risk markers such as diabetes and hypertension have failed to account for the high rate of peripheral artery disease in African Americans.
To investigate whether other risk factors might shed light on the matter, the researchers studied 104 patients with peripheral artery disease and 164 matched "controls."
Compared to others in the study, African Americans had a threefold higher risk for peripheral artery disease, the team reports in the Journal of the American College of Cardiology. Factoring in traditional risk factors and certain non-traditional risk markers reduced the likelihood to two-fold, according to the article.
The main non-traditional risk factors that made a difference were levels fibrinogen, associated with clotting, and lipoprotein (a), which is involved in plaque build-up in arteries.
Summing up, Ix told Reuters Health, "We observed that the c****ination of traditional risk factors like higher *lo** pressure and diabetes, in conjunction with the new risk factors accounted for approximately 60 percent of the higher prevalence of African-Americans compared to Caucasians. Thus, approximately 40 percent of the higher prevalence remains unexplained in our study."
The investigators say life-style and genes may be the missing link.

Be very careful when u get caught with dust...as following pictures shows the effects of bad dust to a person. While he was talking with his friends on the street he felt an eye irritation, thinking that it was just regular dust, he started to rub his eye, in an effort to remove the dust.... then his eyes got really red, and he went and bought some eye drops from a pharmacy....few days passed and his eyes were still red and seems a little swollen.
There are dumb criminals and then there's what a man named Bill Merit is accused of doing.
The Savannah, Georgia resident had been in jail for two days after being booked on charges of criminal trespass and disorderly conduct.
When his captors let him out on Wednesday, they provided him with some clothes to wear as he left the grounds. But it turns out Merit didn't much like the duds, for some reason thinking they were stolen - which would certainly be an odd thing for a justice system institution to hand out.
So minutes after being released, he took them off.
Unfortunately for him and everyone else in the area, he didn't have a replacement.
Minutes later, witnesses began calling police about a naked man wandering down the road near the facility. Cops collared the 49-year-old and sent him right back to where he came from, this time on charges of public indecency.
A police report indicates there didn't seem to be anything wrong with the suspect, bizarrely noting he "appeared rational, except for being naked."
He remains in jail, hopefully fully clothed.
We can only hope when he gets out, he likes the next outfit a lot better.

PORT-AU-PRINCE (AFP) Haitian President Rene Preval has designated Michele Pierre-Louis as his new prime minister, parliament leader Kely Bastien said, after the body turned down two other candidates in the past month.
Pierre-Louis, 61, is a close friend of Preval who since 1995 has headed FOKAL (the Foundation of Knowledge and Liberty), a non-governmental organization financed by American billionaire George Soros.
She is the third person chosen by Preval to succeed Jacques-Edouard Alexis, who was removed from office March 12 by a censure motion in parliament.
MOGADISHU, Somalia - A government minister says Somali gunmen have demanded $1 million for the release of a German couple, their young son and a French boat captain.
The Europeans were seized Monday from a yacht off the Gulf of Aden and taken to Puntland, a semiautonomous region of northern Somalia.
Jama Hirsi Farah, minister of state for security in the region, said Thursday that the kidnappers have demanded $1 million.
The condition of the captives is not clear. A clan elder who is helping negotiate says the boy is suffering from a fever and needs medical help.
Kidnappings and piracy are on the rise in Somalia, where hijackers demand and often receive huge ransoms. The 1,880-mile-long coast is overrun with pirates.
There were verbal clashes between Attorney General Dorothy Lightbourne and Opposition senator, K.D. Knight, in Gordon House yesterday.
The two were participating in the first meeting of a joint select committee to examine a critical piece of legislation that will repeal the Police Public Complaints Act.
The verbal sparring ensued after Knight said Lightbourne, who chairs the committee, "fumbled" through her presentation on the proposed law.
The bill is intended to establish an independent commission, which will have responsibility for investigating police shootings and abuses by members of the security forces.
Lightbourne commented on the provisions of the Independent Commission of Investigations Act, 2008, before she asked committee members to make their input.
Knight's criticism of how Lightbourne presented the contents of the bill triggered asharp exchange between the two senior parliamentarians.
Knight chastised
Rejecting the suggestion that she fumbled through her presentation, Lightbourne chastised Knight for his comment, calling it "very offensive".
"I'll ask you as we start the proceedings that you behave yourself," she said. "Stop grand-standing and playing to the press."
But Knight insisted that Lightbourne mishandled the presentation.
During further deliberations, it was proposed by some committee members that stakeholders such as the Jamaican Bar Association, the Advocates Association, human rights groups, the Police Federation and the Jamaica Civil Service Association be invited to participate in the talks.
However, Knight raised a concern that later led to another stand-off between himself and Lightbourne.
Public input risky
He argued that it might not be a good idea to invite civil servants or other persons in the Government's employ to participate in the discussions.
"It is dangerous to invite them to publicly speak on this bill," Knight said, adding that they might be against the policy.
He said these persons should have been part of the ministry team that reviewed the bill, before it was sent to Cabinet for approval.
On Sunday, Prime Minister Bruce Golding directed his cabinet secretary to remind public officers that the Staff Orders restricts them from commenting publicly on government policy.
His comments followed the proposal by a senior medical officer, Dr Kevin Harvey, for the legalisation of prostitution and the taxing of sex workers.HEAD of the Kingston East police division, Superintendent Assan Thompson, is praising a special police unit for finding over 20 firearms, including assault rifles and sub machine guns, since September last year.
Thompson said the elite four-man team, which was specifically put together to find and seize illegal weapons, has been effective in carrying out its duties in some of the most volatile communities in the division.
"These men were trained specifically on how to search for and find firearms, and at this point the dividends of their efforts could not be better," Thompson said Tuesday.
The team is responsible for the seizure of 23 weapons and an army grenade since September 2007.
Three of the weapons - a Mack 11 sub machine gun, and two 9mm pistols - and more than 28 rounds of ammunition were seized during operations carried out on Noswad Road in Rockfort and Summerset Avenue in Franklyn Town within a 40-hour time period last week.
Nineteen-year-old Havon Hases of Lennox Avenue and another man were also arrested during the find.
Thompson however, said the high haul of illegal weapons is an indication of the high number of illegal weapons in the division's hotbed communities. He said that although the increase in the haulage was cause for celebration, it also signified the volume of work facing his men in ridding the division of illegal guns.
"Based on the ease and frequency at which these weapons are being recovered, we believe that it is an indication as to the high proliferation of firearms in this section of the city," said Thompson.
He said that the police have intensified their efforts in the pursuit of illegal guns in the area, paying special attention to the war-torn Rockfort community.
Rockfort, he said, which has only since recent weeks returned to a level of normalcy, is believed to be one of the communities with the highest number of illegal guns.THE National Workers Union (NWU) yesterday signed off on a 14 per cent salary hike for all but two category of workers at the national carrier at an emergency meeting between union representatives and the management.
The signing of the agreement came just hours after the Observer broke the story that the board of the cash-strapped airline had been asked to tender its resignation to
the Government.
The rush to sign off on the agreement comes amidst concerns by the union that a new board could rescind on the agreement reached earlier this week with the existing board for a 14 per cent increase.
A Government spokesman confirmed that the airline's board had been asked to resign, but there was no official word last night on when a new board was likely to be appointed.
Prime Minister Bruce Golding said on Monday that the airline's loss was expected to exceed the US$170 million it accumulated last year, and that Cabinet took some decisions to strengthen the approach towards privatising the cash-strapped airline by March 31.
Yesterday, Vincent Morrison, president of the NWU, said the emergency meeting between the union and management was to finalise and sign off on a number of labour agreements for the various groups within the 2,400 staff complement at the company.
"As we speak the major current labour agreements have been finalised at the proposed 14 per cent increase," he said.
Asked if the union was concerned that this decision could be reversed when a new board takes office, given the severity of the loss at the airline, Morrison said the union would not allow that to happen.
"The NWU wouldn't take it lightly that wage agreement reached with one board and one set of management is revoked by a new board and new management coming in," he told the Observer.
Labour Minister Pearnel Charles said his ministry would not support any reversal of this agreement reached and signed off on.
"The Ministry of Labour would not be supporting any reversal of the decision arrive at between the management and the workers," Charles told the Observer.
He said he didn't think the government would make an attempt to reverse any decision arrived at by the union and the management, since they (the management) would be acting on behalf of the Government. "That don't seem sensible to me," he said.
".I don't think the management would arrive at a settlement without the appropriate minister knowing about it," he reiterated.
In the meantime, Morrison blamed the airline's board for what he described as a "lack of experience and expertise to deal with the serious financial situation at the company.
He also claimed that the airline was not given the opportunity to manage itself because of continuous interference from the finance ministry.
The NWU president said too, that with the present 'uncertainties', Air Jamaica workers were uneasy and had not been officially informed that a new board was to be put in place, a view supported by the airline's workers at the Norman Manley International Airport in Kingston.
"Right now we don't even know what is happening because we have not been told anything other than what we read in the Observer this morning," said a union delegate who chose to remain anonymous.
The increase signed off on yesterday will be retroactive to January of last year for all categories of workers except the flight attendants and the maintenance group. Morrison said these two groups did not sign yesterday as they are requesting that some adjustments be made to their agreement. They are, however, expected to sign off by this month-end.
THE Jamaican Government, which is already grappling with the fall-out from the global food crisis and rising oil prices, yesterday appealed to the parliamentary Opposition not to mislead the country in terms of the nature of the problems as the country faces a 22 per cent inflation rate.
"Let no one misunderstand the severity of the global pressure, and I could offer some advice, which is not offered gratuitously, let no one seek to mislead the country about the nature of the crisis we are now facing," Prime Minister Bruce Golding told the House of Representatives yesterday during a debate on a motion to withdraw $620 million from the bauxite levy-fed Capital Development Fund (CDF).
The Opposition's spokesman on finance, Dr Omar Davies, suggested that the Government was wrong to have predicated the current budget on an eight to nine per cent inflation rate and suggested a recalibration of the estimates.
"That could not hold, and if you are going to build a credible budget around an assumption which all indicators pointed to could not hold, you are setting yourself up for failure," said Davies, a former finance minister.
"I sincerely hope your technicians have already embarked on that task to start recalibrating, because you're going to have an interest payment in excess of what you have anticipated," Davies added.
Golding, however, insisted that while the period is a challenging one, with the global situation being the worst in 50 years and exerting significant pressures on the economy, the Government was determined to maintain its fiscal profile.
"We are determined because we have no choice but to maintain confidence in our macro-economic programme," the prime minister said.
He said that confidence was responsible for the fact the country was able to raise US$350 million in the market last week at a 'good rate."
"We are determined to maintain the fiscal programme that we have outlined in the budget. It is absolutely important to do so because for us to fail on that account has consequences that the market will impose on us that are more bizarre than I would want to contemplate at this time," Golding added.
He said that in the last 12 months prices had more than doubled globally, and Jamaica had imported the products, as
well as the inflation, because of its vulnerability in so many respects.
The Government, said the prime minister, has been using its influence to keep prices as stable as possible, and he told the House that the Ministry of Industry, Investments and Commerce holds daily dialogue with the trade.
Golding said, too, that his Government was discussing other measures to contain food prices, in addition to promoting increased agricultural production.
The $620 million from the CDF, which will be shared between the Development Bank of Jamaica (DBJ), $500,000, and the Jamaica Bauxite Institute for budgetary support, was approved by the House.

A UFO expert says the latest reported sighting over a military base in Shropshire should be enough to prompt a formal inquiry into Britain's airspace security.
Nick Pope, who used to work for the Ministry of Defence's UFO project, has viewed recent footage filmed by a soldier at the Tern Hill barracks and said "it's all getting very interesting".
It follows a series of UFO sightings across Wales last week.
In one incident, a police helicopter was forced to swerve sharply as it was apparently 'buzzed' by a strange craft.
"This all started off with a near miss between an object and a police helicopter on June 8," Mr Pope said.
"Now it's transpired that at the same time there were other UFO sightings being reported around the country.
"This lends weight to the fact that there does seem to be something odd going on in our airspace."
Mr Pope said a formal inquiry should be launched by the MoD and the Civil Aviation Authority.
"All this clearly illustrate that there are flight safety issues," he said.
"I have seen three separate videos - all were interesting.
"The fact that this latest one was shot by military personnel shows the seriousness of this incident.
"The report from the soldiers will be on its way to Whitehall and the way forward now will be they (the MoD) should interviewing witnesses and examining civil and military radar."
He added that any hoax or mock-up by military personnel would be a disciplinary offence - and therefore less likely to happen.
"I've seen another video which showed a craft with a diameter of, I would estimate, several hundred metres, hanging silently over people's heads," he said.
"It was a clear breach of UK air security. So I think something is going on here."

Reggae Sumfest is by far the most successful event on the entertainment calendar in Jamaica and recently earned 'Promoter of the Year' and 'Concert of the Year' at the 27th Annual International Reggae and World Music Awards on May 4.

London Mayor Boris Johnson said his political adviser, James McGrath, resigned after saying in an interview that Caribbean Londoners who opposed Johnson's election should return to their homelands.
``His remarks in a conversation with an Internet journalist, published this weekend, made it impossible for him to continue,'' Johnson said in an e-mailed statement yesterday. ``James is not a racist'' and his comment ``was taken out of context and distorted,'' the mayor said.
The departure of McGrath is a first for the new administration led by Johnson, a Conservative former member of Parliament and a newspaper columnist. Johnson defeated two-term incumbent Ken Livingstone, a member of Prime Minister Gordon Brown's Labour Party, in a May 1 election.
In an interview published on the Web site the-latest.com, McGrath was asked about the ``bad press'' Johnson was getting in two of the city's black newspapers, New Nation and the Voice, and whether his election might trigger an exodus from London of older Caribbean immigrants.
``Well, let them go if they don't like it here,'' McGrath said, according to the account on the-latest.com.
Johnson has apologized for a 2002 Daily Telegraph newspaper column in which he referred to Africans as ``piccaninnies'' in a piece that mocked then-Prime Minister Tony Blair's visit to Africa.
The Labour group in the city's legislative assembly criticized Johnson's handling of the resignation.
``You have to question Boris Johnson's judgment first in appointing someone with these views and second by only acting against him when pressured to do so,'' the group said today in an e-mailed statement.
