SHANGHAI, China (CMC) -- Usain Bolt continued to map-out his schedule for the coming international season this week.

Organisers of the IAAF Diamond League meet next month have indicated that the Jamaican megastar sprinter will run the 200 metres here on May 23.

It will be the first time that Bolt has returned to China, since he established himself as the king of World sprinting at the 2008 Olympics in Beijing.

Bolt won gold medals in the 100m, 200m, and 4x100m in the Chinese capital -- all in World record time.

He is also the reigning World champion in the 100 and 200, following another pair of record-breaking sprints at the World Championships in Berlin one year later.

The event will also mark Bolt's entry in the inaugural 14-meet Diamond League series, which replaced the six-city IAAF Golden League, and IAAF officials hope the Shanghai track could inspire Bolt to reset the World record again.

"The track in Shanghai is already proven to be super quick with 9.69 seconds and 10.64 secs winning times in last year's men's and women's 100 sprints," said a media release published on the website of the sport's world governing body.

"So the venue is sure to suit 'Lightning Bolt', and inspire the IAAF Diamond League Ambassador to great performances, so ensuring his race over 200 will be one of the highlights of the meeting as fans hope to witness another fast time from the World record-breaker."

The Shanghai Diamond League meet will also feature hometown boy Liu Xiang.

The former Olympic and World 110 hurdles champion is on the comeback trail, following a foot injury that forced him to withdraw from the Beijing Games.

"I am very excited that so many World-class athletes will come to China, and my hometown Shanghai to participate in the IAAF Diamond League," said Xiang.

"We will do our best to give outstanding performances for local and global track & field fans."

The 2010 IAAF Diamond League circuit begins on May 14 in Qatar, and will be held in 14 cities around the world, with the one-day event at the Shanghai Stadium on May 23.

The IAAF Diamond League offers US $6.63 million in total prize money across 32 track & field disciplines, each staged seven times over the series.

A multi-year deal with Queen Latifah's Flavor Unit Entertainment and the official greenlight of original episodes of The Game highlight BETs upfront presentation in New York tonight. Both are part of the cable networks new push in scripted television. Under the deal with Flavor Unit, the company has come on board to produce its first scripted comedy project, Lets Stay Together. Written and exec produced by Jacque Edmonds Cofer, the romantic comedy starring Malinda Williams and Bert Belasco has been picked up to series to launch in Q1 2011. Flavor Unit will also produce the telefilm The Cookout 2, a sequel to the feature The Cookout. The Game, created by Mara Brock Akil,  is slated for Q4 2011. BET's only previous stab at launching an original scripted series was the 2008 comedy Somebodies, which ran for a season. yayyaybozzle

At its presentation, BET will also announce two new unscripted series: a dance competition series starring choreographer and principal dancer Laurieann Gibson slated for Q3 2011 and The Kennedys, about skateboarder Terry Kennedy and his family, as well as news programs and specials fronted by Ed Gordon, a slew of new music and programming specials and a partnership with Black Girls Rock, for its first-ever televised Black Girls Rock Awards.

Singjay Serani has been busy working on new collaborations and videos to hit local and international stations soon.

Three weeks ago, the singjay shot the Tipsy in the Club video alongside Universal/SRC recording artist Webstar and rapper Jadakiss.

The trio shot the video at the Mansion nightclub in New York, and according to Serani, the video will hopefully be premiered on BET's '106 and Park'.

When THE STAR spoke to the singjay about the shoot he commented, "it was a lot of fun, very exciting, a lot of beautiful girls."

On Friday, the artiste also shot a video for his collaboration with Spanish artiste Fuego for the song Que Buena Tu Ta, alongside Deevani.

According to www.corrientelatina.com, Serani is being hailed as the first reggae artiste to appear on a Mambo song. On Monday, Serani also shot a video for one of his latest singles called Searching, which was shot around Brooklyn, New York, and featured the dancer Mundo from Ravers Clavers who created the 'Follow Through' dance which is mentioned in the song.

According to the artiste, who has been busy touring in Europe, the UK and the United States, there is more music to come, including a song with American R&B singer Olivia. He said, "me and Olivia just completed a sexy song together called Rub Me Up where she calls me and wants to come over. It was really, really fun working with her."

The artiste is currently in Jamaica promoting his recently released mixtape as well as songs such as Drive Outfeaturing Ding Dong and will be releasing the 'Dancehall Again' rhythm from DASECA soon.

Dancehall recording artiste Chedda, one of Jamaica's fastest rising young talent, continues to make major strides in his musical endeavours.

After months of waiting, it's now official. The Cassia Park resident has released his highly anticipated mix CD titledCurse Of The Gifted.

The 19-track compilation features some scorching singles produced by UIM Records, Supa Hype of UPT 007 Records, Coppershot Music, Top Notch Production and ZJ Chrome of CR2O3. The project's executive producer is Anju Blaxx (UIM Records)

Curse Of The Gifted showcases Chedda's versatility as he addresses a wide cross-section of topics ranging from crime, violent, love, envy, greed and a number of other current topical issues. The CD features collaborations with prominent entertainers such as Konshens, Chino, Laden, Nicky B, labelmate Blak Diamon and others.

The deejay, whose real name is Tyrello Johnson, is currently in the studio working with producers such as Tarik 'Russian' Johnston, Tifa and Equinoxx Music on several new singles for the upcoming summer holidays. Meanwhile, with the release of the new compilation, Chedda and his management team are now making preparations for an intense promotional campaign.

The lead single, Fresh To Death featuring Konshens, Chino, Laden and Nicky B is doing well. Aside from enjoying premium airplay locally, it debuted on the Canadian Reggae Charts last week, while his follow up Hill And Gullyproduced by Coppershot Music is now available on iTunes as part of the 'Jafrican' rhyhm featuring others local acts such as Busy Signal, Tony Matterhorn, Charly Black and Ding Dong.

Tiger Woods Alleged Mistress Arrested

Tiger Woods Alleged Mistress ArrestedTiger Woods' alleged mistress Jaimee Grubbs -- the one who was missing a tooth -- was just arrested in West Hollywood.

Law enforcement sources tell TMZ Grubbs was busted for two offenses -- there's a warrant out for her arrest for driving on a suspended license. And when Grubbs was stopped her license was still suspended.

Grubbs is being booked right now.  Bail for the outstanding warrant is $26,000.

We don't know if they'll make her smile for the booking photo.

UPDATE: The L.A. County Sheriff's Department now tells us Jaimee was arrested on three outstanding warrants for driving on a suspended license, and her bail amount is $30,309.  Talk about overachieving.

UPDATE: Grubbs was released at 1:08 AM.

The  offers of $500 gift certificates to Whole Foods on Facebook?  Yup,  they're too good to be true -- it's yet another scam.

For the second time in less than a month, a New Jersey teenager has been arrested for allegedly making a racist announcement over a store's public address system.

The latest incident happened over the weekend at the Whole Foods Market on River Road in Edgewater, according to the Bergen Record.

A 14-year-old girl reportedly grabbed the microphone at the store's courtesy desk and said, "All blacks leave the store."

A store employee immediately called the police, according to the Record, and the girl and a 14-year-old boy who was with her were taken into custody moments later.

The girl is reportedly charged with bias intimidation and ha****ment.

There's no word of any charges against the boy. Their names have not been released because they're juveniles.

"Whole Foods Market has a zero-tolerance policy regarding all matters of prejudice and continues to work with local law enforcement on this issue," said Whole Foods spokesman Michael Sinatra, in an interview with the Record.

Just last month, a 16-year-old boy was arrested after a similar incident at a Wal-Mart in Turnersville, New Jersey.  In that case, the boy allegedly went on the store's intercom and announced, "Attention Wal-Mart customers:  All black people, leave the store now."

He is also charged with bias intimidation and ha****ment.  Police are reportedly treating the Whole Foods incident as a "copycat situation."

Edgewater Police Detective Lt. William Skidmore told the Record the girl and her friend have been released to their parents.

He also said there was no indication the teens were under the influence of drugs or alcohol.

One source intimately familiar with the situation tells us Larry bought wildly expensive gifts for Shannon Engemann, including a $160,000 car and "tons of gifts from Cartier."  We're told Larry used his credit card to purchase many of the gifts. The credit card bills were paid by Larry's business manager. 

We're told Shawn started looking at the statements, saw a Cartier diamond necklace, and then told a friend, "He never gave me a diamond necklace."

So began 5 years of never-ending drama.  Friends tell TMZ there were numerous instances where the couple was fighting, sometimes physically.  One friend recalls an incident outside of Nate 'n Al in Beverly Hills a year and a half ago where the couple was "punching each other."

As we first reported, several years ago Larry attempted to save their marriage by transferring 3 homes -- including the one in Beverly Hills -- into Shawn's name alone, to show his commitment to the marriage.

Friends tell TMZ Shawn went into a "deep depression" for a long time and literally wouldn't leave the house. 

Ironically, in the last two weeks, friends felt things were "calming down" between Larry and Shawn.

MediaTakeOut.com just learned that Iman's first daughter Zulekha is speaking out about her childhood. And she paints a portrait of a young girl with a very healthy appetite.

Zulekha, whose father is former NBA ballplayer Spencer Haywood, is 31 years old. And here's how our pals over at the Daily Mail are reporting things:
Haywood said she once weighed more than 23 stone (322 pounds) but thanks to the surgery is down to 12 stone (168 pounds).

'I have more or less been on a diet since I was eight years old. None of them worked,' she told Glamour magazine in the U.S..

'An overweight kid and already dining for sport, my first was the "basta" diet. At home, my mother, Iman, a beauty icon and devotee of clean eating, would whisper "basta" ("enough" in Italian) when I was in danger of overeating.

New artiste Chan Dizzy hopes to come hard for 2010 with his latest single Go Hard and Done.

The former rapper turned dancehall singjay Chan Dizzy, born Kamar Hosing, has been working with producer Russian from the Head Concussion camp since last year debuting with them I Think of Money and later Nuh Sell Out. He has also been working with producers such as Don Corleon and TJ Records.

Now, the artiste has taken his latest single Go Hard and Done,produced by Russian and released last week, as his anthem.

He told THE STAR recently, "the feedback has been good so far, its getting a lot of airplay on the radio and in the streets, people dancing to it. The song is like a message and motivational song telling them to go hard and done, no matter what they are doing."

A video for the song, he says, should be shot soon. In the meantime, Chan Dizzy has been busy with new singles to be released soon including God Alone for Head Concussion and a new single on Chimney Records soon-to-be-released rhythm.

For Chan Dizzy the journey in music has been fruitful as he says, "its been challenging, but I can't say it has been bad for me. The disc jocks are giving me love, so is just to break into the streets and into the dancehall."

"Maaad." That's how Richie Loop describes the wave of hype being created by his party song 'My Cupp' that seems to be on the lips of most Jamaicans these days.

Since the song was released in late February, it has been all over local radio, steadily gaining traction on the party circuit and climbing several charts locally and abroad with stern conviction.

My Cupp was recently at number 10 on the Richie B Dancehall Charts, and number 5 on the Fiwi/ER Charts. It was number 17 on one chart in Toronto, Canada.

My Cupp has also opened doors to the young producer/songwriter/singer from May Pen, Clarendon. In recent weeks, writers from reggae magazines and deejays from both local and US radio stations have been calling, including Jabba from New York's Hot 97 and Miss Lauren from Atlanta College Radio. Yes, My Cupp seems set to make Richie Loop a star.

"The people say the song is a hit so I can't say no," said the disarmingly honest entertainer as he worked on a styrofoam container of soup at Big Yard recently. Dressed in black shirt and pants, his shades perched just above his hairline, Richie Loop sipped on the steaming, hot soup while his eyes stared into space as he was trying to put into perspective how big My Cupp is becoming.

A trip to Ocho Rios during the Easter weekend where he performed at several Carnival events opened his eyes as to how much My Cupp has taken hold within the Jamaican party consciousness. At Beach Jouvert, where he briefly shared a stage with Ding Dong, the massive crowd was enthusiastically singing along when he performed the song.

"People like it," he said, his normally droopy eyes widening at the memory of the excitement. "I liked that, Star, it was a good vibe. Even Ding Dong was singing along."

The response to his performance of the song at the Kite Festival in St Ann was even more overwhelming. Robert Livingston, CEO at Scikron Entertainment/Big Yard, said the reaction of the large crowd was wild.

The success of My Cupp has also raised interest in a couple of songs that Richie Loop has released between late last year and early 2010. Gal Wine on the 'Sweat Shop' rhythm and She Wants It Good on the 'Brainstorm' rhythm have now been getting increased airplay since My Cupp took off. Radio stations have even been calling Big Yard requesting copies of the songs.

Livingston smiled when asked about what the success of My Cupp meant for Richie Loop. "You can definitely see that people are enjoying this artiste with a fun party song," he said. "People are having fun with him." He also noted that people believed that the song had beeen done by an international artiste.

The response to Richie Loop on the Easter weekend was also a revelation, Livingston said.

"That weekend was definitely an eye-opener as to how people are taking on to the song," he said.

With word being that an accompanying video of My Cupp is on the way, the signs are looking good for the song during the summer months. "Once they hear it, people can't help but sing along," Livingston said. "It's great energyfor a new talent in the Jamaican music industry."

Deejay Mr Lexx's sexual abuse case has been postponed once again, with the artiste scheduled to appear in court on June 16.

The deejay appeared in court in Queens, New York, on Monday where his case was mentioned. The popular artiste, who is known for songs such as Full Hundred and Cook first appeared in court on November 2 of last year. The deejay is unable to leave the United States until the matter is settled in court.

The deejay, whose real name is Christopher Palmer, was arrested and charged with rape in New York, United States of America, on October 16.

Mr Lexx was arrested after a woman reported to the police that he sexually molested her. It is alleged that the woman was in her room at a hotel in Queens when the deejay forced himself on her. The police arrested the deejay the following morning. When contacted by THE STAR previously, Mr Lexx's manager, Earlton Clarke, was still confident that it would be proven that he is innocent.

Mr Lexx however, has not let his legal matters deter his career, keeping his presence in the dancehall active by recently releasing a video, which was shot in New York, for the songs Buss A Wine and I Can Transform Ya.

"Claro gives more love, all year to me and you," goes one line of the popular Claro advertisement which had everybody and their mother singing along last Christmas.

In a solid demonstration of that commitment, the telecommunications company and mobile giant, yesterday inked a historic partnership deal with the Jamaica Cultural Development Commission (JCDC) to the tune of J$60 million over a three-year period.

By far the largest sponsorship commitment by any corporate entity in the 48-year history of the commission, the package was greeted by fanfare and hailed by newly-appointed JCDC executive director, Grace Silvera as "an extraordinary one that will have a far-reaching impact on our nation's advancement".At the press conference, which was held in the board room of the JCDC, Minister of Youth, Sport and Culture, Olivia 'Babsy' Grange, welcomed Claro on board and lauded the company for their taking such a "bold step". She described the partnership as "another significant milestone in the cultural heritage of our nation".

Minister Grange was full of praise for the outstanding work of the JCDC and used the platform to emphasise the importance of private sector involvement, while inviting other corporate entities to "heed the call of patriotism and support the programmes of the JCDC".

In his address, marketing manager of Claro, Joseph Oates, said his company "jumped at the opportunity to partner with the JCDC on this venture, which will no doubt enhance the cultural development of the country and its future leaders".

It was announced that in addition to the monetary contribution, Claro will donate hundreds of handsets and other mobile devices as part of the sponsorship package.

Oates made the first such presentation when he surprised Minister Grange with a bejewelled Blackberry Bold 2 handset, which he said would keep her connected throughout the season.

CEO of Claro, Alejandro Guitterez, made the cheque presentation to the minister and both officially signed the agreement.

This partnership with the JCDC gives Claro with exclusive rights as the 'Official Mobile Network for Jamaica Festival' under the commissions' present Calendar of Events including the Jamaica Festival Song Competition, Festival Queen Competition and the Independence Grand Gala, over the next three years spanning 2010 to 2012. -- Yasmine Peru

Eminem releases Recovery just over a year after his last album, 2009s Relapse. Relapse put the cap on an impressive ten years of recorded output, and contributed to Eminem being the biggest selling artist of 2000-2009. In recognition of this, Neilsen SoundScan named him their Artist of the Decade. Relapse entered the charts at #1 and, at nearly double platinum, was the best selling rap album of last year. Is hip-hop superstar 50 Cent no longer interested in his own genre that he has mastered for years now?

We hear that the "In Da Club" singer is planning on spending more time in the club and focus more on dance music from now on! Wow! Sounds like a very big career change to us!

Apparently Fiddy spent some time in Europe doing the nightclub rounds and got so inspired by what he heard that he has decided to hit the studio to record some dance music of his own:

"I went to a nightclub after party. It was different music after a while. The music they were playing before they were playing the music I created was more up-tempo, more dance. I wanted to make a song like that, so I went into the studio," 50 told reporters.

And why shouldnt a hip-hop star like 50 be able to switch genres every now and then? Even Lil Wayne went from hip-hop to rock on his latest album, "Rebirth." And now 50 wants in on the diversity game too!

"Because I'm traveling with my live band, I took the band with me and we sequenced it and recorded the actual record while we was out thereI won't allow myself to be placed in a box where I can only do one style, or do one kind of music," he added.

So what can fans expect from 50s new music?

"They should expect the unexpected on this one. If they can understand how I enjoy different genres of music and different styles, for the people who have various tastes in music, they'll really like it," he explained.

(Reuters) - A U.S. judge on Tuesday ordered a rural Mississippi school district to comply with a nearly 40-year-old order and halt long-disputed practices that led to racial segregation in its schools.

The Justice Department accused the Walthall County School District in rural Mississippi of annually permitting more than 300 students, most of them white, to transfer to a school outside of their residential area, shifting its racial makeup.

Further, administrators at three other schools grouped most of the white students into their own classrooms "resulting in significant numbers of segregated all-black classrooms at each grade level," the U.S. government said in a court filing.

The case comes in a state that was at the heart of the U.S. civil rights movement in the 1960s. In 1964, three civil rights workers were murdered in Mississippi, an incident that helped prompt Congress to pass a law banning racial segregation in schools, work and public places.

The school district was ordered in 1970 to stop segregating its schools. But in the late 1980s officials were confronted by the Justice Department with concerns about student transfers to other schools that undermined the desegregation efforts.

While the district made some changes in the early 1990s, the Justice Department said the practices continued and the schools became "significantly more segregated." The district did not respond to the government's lawsuit seeking reforms.

In fact, the county school board in 2009 rejected a tentative settlement with the government that would have overhauled the district's transfer policy and prevented students being assigned to classrooms based on race.

LIMIT TRANSFERS

On Tuesday, U.S. District Judge Tom Lee, in Jackson, Mississippi, ordered the school district to significantly limit transfers. Lee also ordered the district to stop assigning students to classrooms that resulted in segregation, demanding that it use a software program to randomly assign them.

"It is unacceptable for school districts to act in a way that encourages or tolerates the resegregation of public schools," said Thomas Perez, assistant attorney general of the Justice Department's Civil Rights Division.

In 2008, the Walthall district had about 2,550 students -- of whom about 64 percent were black and 35 percent were white.

At four schools, less than a quarter of the students were white while at least 73 percent of the students were black in 2008, according to the government court filing. In 1992, the racial makeup of those schools was between 59 percent and 70 percent black and at least 30 percent white.

Meanwhile at another school, Salem Attendance Center, 66 percent of the students were white while a third were black students in 2008. That was a dramatic shift from 1992 when a majority, 58 percent, were black and 42 percent were white.

The change in the school racial makeup was not because of population shifts, but rather "the product of unlawful district transfer policies that permit hundreds of white students" to transfer each year, the Justice Department said.

The superintendent for the district declined to comment on the judge's ruling.

Unsuspecting peoplehave been scammed as unscrupulous people have falsely collected money for votes on behalf of contestants in the Magnum Kings and Queens of Dancehall competition.

The issue came to the fore on Saturday's show when Reggae Queen said it was becoming a problem for her.

When contacted Reggae Queen, whose real name is Rushelle Greene, said she became aware of the problem last week while campaigning.

"I've heard that persons have been going around with containers marked 'Reggae Queen' and collecting money on my behalf," she told THE STAR.

"I was campaigning in Kingston last week when a gentleman told me that somebody who looks exactly like me collected money from him."

She said the man said the woman wore a coloured wig and had the same body type and skin tone as her. The man also told her that a group of men was following the person. However, Reggae Queen said all campaigning to get votes is done by her or her younger cousin.

On another occasion, Reggae Queen said, "a man seh how yuh greedy so, mi nuh just drop something inna yuh pan?"

Robert 'Nesta' Morgan, publicist for the show, said he heard what happened to Reggae Queen and he is saddened by the discovery.

"It's sad that this thing is happening, as this is how the contestants campaign; and it would be sad if some unscrupulous person tries to benefit from the hard work of these young people," he told THE STAR.

"I want people to support the contestants but be careful. These are young people chasing their dreams."

However, he was not aware that it has been happening to another contestant, Gallawas.

The 17-year-old deejay said she became aware of the scam while trying to raise funds for voting in Christiana, Manchester.

"I went up to a lady in Christiana and she seh 'a wah happen to yuh gal, mi nuh just give yuh money inna yuh pan?" said the youngster, whose real name is Saneisha Graham.

After finding this out, Gallawas said she had to show the woman pictures of herself and explain that she was not associated with the previous persons.

While she does not believe there is much she can do about the situation, she urged the people collecting money falsely to refrain from doing so.

"Please stop using my name to get money. It nuh mek no sense 'cause unuh nah use it towards me. It's better for you if you want something to beg it for yourself," she told THE STAR, while noting that she is considering reporting it to the police.

Accomplished Dancehall artiste and head of the musical sect, The Alliance, Bounty Killer, has released one of his most prolific songs in recent years. The song, Me Tired, offers not only acute social commentary but also preaches a message of self-reliance on Romeich Records' Bank In A Pocket riddim. Some may even say the single bizarrely heralds some of the predicaments which recently befell the artiste, whose correct name is Rodney Price.

In sections of the song he roars: "mi tired fi dem tek whe we choices" - his United States visa was among those revoked by the US Embassy in recent weeks, and "mi tired fi mi black bredda dem behind di steel"- the artiste was taken into custody on assault charges two weeks ago.

Producer of the Bank In A Pocket riddim, Romeich, says, "There are a mixture of songs with different themes on the riddim, and so far everyone has their favourite song. For some, it's the Versatile song, Bank Inna Mi Pocketand for others it's the Killer song or other songs. People will love the Killer because they love to hear him talk about their reality. Bounty Killer, whose bail had been revoked in the recent assault matter, is again slated to appear in the Corporate Area Resident Magistrate's Court today for trial. It is alleged that on March 30 the complainant, a student, told police that the deejay had assaulted her.

It was further revealed that the complainant had reported that she had been involved with the deejay for three years, and when she told him that she wanted to end the relationship and had moved on with her life, he got angry and hit her all over her body. It was also alleged that after his arrest the deejay threatened the complainant.

It sounds REEEEEAAAAL far fetched if you ask us. But here is how the NY Daily News is reporting it:
A massive gang takedown in Queens uncovered a rare alliance between *lo**s and Crips and a ruthless plot to assassinate cops, authorities said Friday.

The revelations came as law enforcement unveiled the chilling results of long-running "Operation Under Siege" - 104 suspects, dozens of guns, two slayings and piles of drugs and cash.

The sprawling case was built on wiretaps - including recordings of gang associate Keith Livingston, who blabbed about plans to protect his drug turf by killing cops on patrol.

"He intended to position himself on rooftops and shoot police officers who were compromising his business in Far Rockaway and South Jamaica," Police Commissioner Raymond Kelly said.

"Before his deadly plans could be carried out, detectives arrested him and seized a defaced 9-mm. Hi-Point rifle, among other weapons."

Sounds like that one dude needed to be off the streets . . . but we have to hear more facts before we throw the other 103 arrested under the bus . . .

Livingston's plot was only one facet of an investigation that began two years ago when police and prosecutors began looking into a drugs-and-guns network in Far Rockaway.

By Friday, they had arrested 104 people, closed two murder cases, and exposed ties between Far Rockaway Crips and the *lo**s in South Jamaica.

KINGSTON Mayor Desmond McKenzie has called the National Stadium a "death trap", saying were it not for the importance of the 2010 ISSA/GraceKennedy Boys' & Girls' Athletic Championships which celebrates its centenary this year, the Kingston and St Andrew Corporation (KSAC) would not allow the event to go ahead.

"Its (National Stadium) structural competence is seriously in doubt," McKenzie said during the weekly Observer Monday Exchange meeting of reporters and editors at the newspaper's Beechwood Avenue office yesterday.

He said while repairs had been carried out on the facility -- built in 1962, the year Jamaica gained political independence from Britain -- there is still more to be done by its operators Independence Park Limited (IPL).

"Some piecemeal approach was made by the authorities at the National Stadium, but we are not satisfied, and the only reason Champs is going to take place this year is because of the importance but I am mindful that if anything should happen, it is not ISSA that is going to be held responsible, it is the KSAC," McKenzie said.

The tough-talking mayor reminded reporters that in 2008 he had threatened to close the National Stadium "because of the failure of the management to comply with the safety regulations that were set out, not only by the KSAC, but all the other (relevant) agencies".

There has been concern in recent weeks about the safety of buildings in Kingston in light of several major earthquakes that have hit countries in this part of the world, most notably the catastrophic January strike in Haiti that killed nearly 300,000 people.

"My fear is that the structure could give way in certain sections. When you go in, it is evident," McKenzie said. "Because of how it is situated, it is going to be difficult to get emergency vehicles in and out. A lot needs to be done," he added.

However, IPL General Manager Major Desmon Brown suggested that the mayor's remarks were over the top.

"There is nothing for him to make a statement like that," Brown told the Observer. "There are a number of issues that have not been resolved, but I would never say that it is a death trap."

Brown said that among the issues that had been addressed by IPL were the installation of an alarm system and proper signage at the facility, but an electronic surveillance system which had been recommended had not been installed.

"I don't have the money to do everything, but most of the major issues have been resolved," Brown stated.

Cracks, which the mayor indentified in the structure, Brown claimed were old. "Most of those cracks have been there since 2002," said the IPL boss.

However, in an apparent anticipation of Major Brown's response, Mayor McKenzie said: "I can guarantee that you are going to get a response from Major Brown that they have dealt with the issue, but it is not true."

Meanwhile, the mayor told the Observer that no event of the magnitude of Champs would be allowed to be held at the Stadium for the remainder of 2010 until IPL had sorted out the issues.

"We're going to be monitoring to ensure that the problems that exist be corrected. There are serious infringements in the structure of the National Stadium that leaves much to be desired," he said.

Mayor McKenzie suggested that the National Stadium was no longer suitable for the events that are staged there.

"I think we have outgrown the present location for security purposes... and it is something we need to look at, and look at very, very seriously," he said.

Major Brown agreed that the current facility was "obsolete" and could not be renovated.

"This Champs shows that we need a larger, more modern facility," he said. "No stadium this age is still around, they have all been knocked down."

Insufficient parking, major traffic problems, and too many problems with the surrounding communities were Major Brown's case for a new facility.

He suggested the Caymanas area of St Catherine as a more suitable spot for a new facility.

"A stadium out by Caymanas would be good to reduce traffic problems after an event and we could build a proper stadium with proper seating and all the things a modern stadium has," said Major Brown.

Crowds upwards of 22,000 usually attend the annual Boys' & Girls' Championships on Saturday's final day of competition. This year, the demand for tickets has been greater because of its significance, and testimony to this is that tickets for the grandstand were sold out within 30 minutes on opening day.

The Inter-Secondary Schools Sports Association has put close to $40 million into this year's championships which officially begins with an opening ceremony today.

THE raw truth is that the Jamaica Football Federation (JFF) is broke. And for those who don't know, it has been for a while now.

And more worrying is that the situation grows graver each passing day despite the best efforts of its principals to halt the financial decline and find innovative methods to reverse this deadly plunge.

Oh yes, the JFF as a limited liability company could very well be dangling close to the brink of bankruptcy.

With cuts in its government subvention, plus a crippling decline in revenue-earning opportunities, Jamaica's football has got its back against the wall. The situation is that bad.

Already, the impaled body has been forced to jettison its women's senior and Olympic programmes in a desperate response to the ugly realities it faces. And how that decision has broken many a Reggae Girl's heart.

Brace yourselves because more cuts in the programme are quite likely as the Federation executes survival strategies as part of a belt-tightening exercise to keep, at the very least, the ship from running aground.

As frightening as it is, the JFF boss Captain Horace Burrell continues to put on a brave face, vowing to do all in his power to reverse the fortunes of a ship lashed mercilessly by storm surges of the horrific economic climate.

The current state of the JFF finances will inevitably test the leadership mettle of Burrell, and by extension, put the administration on trial in what is an election year.

But key here is how he responds. Burrell needs not be reactionary, but proactive and resolute. More than ever, he needs to show those qualities that distinguish him as leader of business and men.

Already, the race is on as meetings with leaders of corporate business and relevant Government departments have picked up momentum in a manner perhaps never seen before as Burrell and his team prosecute their SOS campaign to source the life*lo** of the material world, money.

It is hoped for the sake of all, a chord is struck at the end of the day.

The soaring debt of $100-plus million, a sum accumulated over successive years, aptly paints a picture of the acuteness of the organisation's state of affairs.

If one is not yet crafted, now is the time for the JFF to put a proposal on the table as to how it will tackle the conflict of reducing its huge debt and, parallel to that, raise scarce money.

For we know that it requires something in the neighbourhood of a miracle to balance the books at this time -- with the bank overdrafts, loan repayment portfolios, external debts, failure to timely meet salary schedules, outstanding taxes and so on.

What the JFF faces is not unique in a true sense of what confronts mainstream business today. It's how it responds to the crisis that will ultimately determine the outcome.

Sadly and detrimentally, a promising income stream has been abruptly cut off by the Reggae Boyz's World Cup qualification failure, as hundreds of millions of dollars in potential earnings went out the window.

And a year later, the JFF is still paying the price.

Out of tournament, the Boyz would strategically look to stage big games for income generation, especially at their Kingston fortress, the National Stadium.

But without money -- or at least the commitment of it -- the JFF cannot begin to attempt to secure matches against crowd-pulling opposition, certainly not in a World Cup year. And their far from appealing FIFA ranking of 77th does not help the cause.

But whatever contingency it comes up with to turn things around, the JFF should engage the people in the process, giving them a stake by being open and honest. As passionate lovers of football, we should not only share in its success, but also its tribulation.

In the final analysis, a healthy football product is of great benefit to us all, especially for the less privileged among us, some of whom have had life-changing experiences through the sport.

So numerous, it is now not easy to keep count of male players who have gone abroad to play in the professional leagues, and the many women footballers who have earned scholarships to colleges and universities in the USA -- turning their lives around beyond their wildest dreams.

As far as I am concerned, there is no system of measure to truly quantify the impact this beautiful sport has had on the rapidly decaying social fabric of Jamaica.

Therefore, corporate Jamaica and the state ought to look more seriously at sports as a paradigm of social change, and not only as a pastime for young people to compare athletic abilities.

With that, I urge big business to come to the rescue of the nation's most widely played sport, for they would be in effect investing in the consumers of the products and services they sell.

And for those businesses that have stayed true to the programme, I lift my hat to them.

The BBC face a battle with Sky for the TV rights to show Olympic sprint champion Usain Bolts seven-race schedule in athletics new Diamond League competition this summer.

The BBC will screen two of the 14 meetings, in Gateshead and Crystal Palace, as part of its six-year deal with UK Athletics but some of the meetings clash with football World Cup games including Englands opener against the United States on June 12.

Sky have stepped in with a rival bid for UK rights to the remaining 12 events.

Balotelli has not been included in Inter's last three squads after a reported argument with Jose Mourinho and there are serious doubts about whether he will remain with the Serie A champions long-term.

The 19-year-old risked further negative publicity this week when he appeared on comedy show Striscia La Notizia and accepted a gift of a Milan jersey emblazoned with his name. Balotelli, a childhood Rossoneri fan, is later pictured wearing the shirt.

The show's presenter also asked whether Inter's win over Chelsea was Mourinho's victory given his decision to axe the striker, but Balotelli dismissed the suggestion.

"No way," he said. "It was the team that won at Stamford Bridge, not Mourinho."

Balotelli also said "there's no point" asking him about why he has not been included in recent squads. "You need to ask those who are higher up," he added. "I don't know. Maybe the other players are just stronger than I am."

The player's agent, Mino Raiola, later defended Balotelli's actions, saying the show should be taken as a "joke" and that he is a "boy of 19 who may not understand the consequences of what he does".

"I hope the fans understand that you cannot take a programme like Striscia seriously," he told Telelombardia and Antenna 3.

REAL MADRID are plotting a spectacular double swoop for England's crown jewels, Wayne Rooney AND Fabio Capello.

The Spanish giants will make a staggering £150MILLION raid for Rooney, offering Manchester United £90m for their prize asset and the player £250,000 a week for five years.

And they are determined to go back for highly-regarded ex-boss Capello after the World Cup.

Capello has managed Real twice before, winning La Liga on both occasions.

He is tied to England until 2012 but Real president Florentino Perez is no respecter of contracts.

Perez has a record of getting his man - as United will testify, losing David Beckham and Cristiano Ronaldo to Madrid.

Rooney, 24, and in the form of his life with 34 goals this term, has still not committed to a new contract and has only two years left on his deal.

Real will tempt him with a five-year offer worth £60m, matching Ronaldo and way beyond United's strict wage structure.

Perez is driven by the thought of restoring Rooney's devastating partnership with Ronaldo - under the no-nonsense leadership Capello brings.

Capello has hinted he could leave England when his contract with expires.

The Italian said: "I like new situations. I won't close any door."

And the different tax laws in the two countries means United would have to find an extra 25 per cent on top of anything Real offer Rooney.

In this country he will be taxed at 50 per cent but a move to Spain will cost him just 25 per cent

SOWETO, South Africa (CNN) -- With 62 days to go before the football World Cup opens, FIFA - the sport's governing body - and the South African local organizing committee are pleading with South Africans to buy the remaining 500,000 tickets that have been made available.

The tickets are for 63 matches, excluding the final, and will go on sale April 15.

It has become clear that fewer than the 450,000 foreign visitors initially expected will be coming to Africa's first World Cup. A significant number of the tickets that have been made available come from FIFA and its affiliates that have decided not to use them.

"This final ticket phase is very important," said FIFA Secretary General Jerome Valcke at a press conference in Soweto. "We will not want to give that picture of empty seats to the world; all will need to be done in these last days."

Ticket sales have been hampered by factors ranging from location of the host country -- over 15 hours from New York by air, 11 hours from London and eight hours from Sao Paulo, Brazil -- to the global economy and its impact on leisure travel.

World Cup organizing head Danny Jordaan made an impassioned plea to his fellow South Africans to buy the remaining tickets.

"We have done everything we were asked to do. We have created a [reduced price] category of tickets exclusively for South Africa. We have now implemented over-the-counter sales to make sure the tickets are accessible," he said. "The final thing is that South Africans must respond. If you are a good host, you must be there."

So far tickets have been sold online and at a local bank. But the majority of South Africans do not have access to the Internet and the bank option has not been popular.

Local fans are used to buying tickets at the stadium -- hence the introduction of an over-the-counter option.
