Police and soldiers flooded Spanish Town, St Catherine, over the weekend, following a number of shootings that began on Thursday night and culminated in a brazen daylight attack on residents by men with high-powered weapons on Saturday.
The shootings, said to be caused by a recent flare-up between men from One Order and Clansman gangs in the Old Capital, resulted in Saturday night's death of Michael Morgan, 35, a higgler from Old Harbour Road, St Catherine. He died about 8:42 p.m. at the Spanish Town Hospital while undergoing treatment.
Police said it is not known what triggered the last round of clashes between gunmen from both gangs, but confirmed it began on Thursday night with the shooting of a One Order member in a community said to be a stronghold of the Clansman gang. Police also confirmed that infighting in the Clansman gang has also caused some of the shootings.
Shortly after 4 p.m. on Saturday gunmen brazenly flooded Spanish Town, shooting at several residents, as people scampered for cover. this was when Morgan was shot.
Many people have expressed concerns about Spanish Town's likely return to a time when persons could not be seen in certain parts of the town. "I remember when people from one place would not make the mistake to go elsewhere, this would mean serious injuries or even death, " a businessman said.
"We are praying for peace at this time,that is what we are doing as we speak," Bishop Rowan Edwards of the Lighthouse Assembly Church said.A 26-year-old man who allegedly beat his eight-year-old son so severely that his nose bled, all because the boy could not recite his seven times table, was ordered to undergo counselling when he appeared in the Corporate Area Resident Magistrate's Court.
Charged with assault occasioning bodily harm is an unemployed man of a Kingston 11 address.
Allegations are that on the day in question, the accused was left in charge of the complainant and his sibling. It is alleged that he instructed the children to study but reportedly became enraged when he saw the complainant laughing.
It is alleged that he then instructed the boy to recite his times table, which he did successfully up to his six times table. The court was told that the boy made a few errors while doing his seven times table and was beaten with a piece of board. He reportedly suffered bruises and swellings to his cheek, nose, thigh, arm and forearm.
The child was also reportedly slapped in the face, causing a nosebleed. The boy was taken to the hospital and to the police station after his mother discovered the bruises on his body.
When the matter was mentioned in court on Thursday, the accused told the court that he merely 'scolded' the child. He, however, later admitted that he had hit the child with a stick because he found him "laughing and gallivanting" after he told him to study.
Resident Magistrate Georgianna Fraser told the accused that he needed to learn some anger management and parenting techniques. The accused was ordered to undergo counselling from the Probation Department.
He was granted $100,000 bail with surety and was ordered to submit his fingerprints.
He is to return to court on June 1 for sentencing.HUMAN rights and gay activists held a short protest outside Emancipation Park in New Kingston this morning to coincide with today's International Day Against Homophobia.
Held between 8:00 to 8:30 am the protest was intentionally short to avoid a disturbance, said one human rights activist to whom the Observer spoke. He said that several drivers honked in support while others shouted their disapproval.
However the activist reported no violence against the protesters. He said that although not a homosexual, he took support in support of human rights in general.
"Just because in principle I believe in the universality of human rights and I'm against certain laws and public opinion in Jamaica," he explained.
Homosexuality is effectively criminalised in Jamaica by the anti-buggery laws, which are supported by public opinion.
Supported by international human rights groups, gay activists led by the Jamaica Forum for Lesbians All-Sexuals and Gays (J-FLAG) have become increasingly vocal in recent times.
Orette Bruce Golding is fighting for his political life.
Golding, 62, is at an age where Jamaican prime ministers are like roses in the garden, just getting ready to *la*hm. However, events of the past week have had a razor-like effect on the member of parliament for West Kingston, regarded by many as among the brightest and most articulate leaders to have emerged from this country.
Perhaps the two things that Golding and his main rival, Opposition Leader Portia Simpson Miller, have in common are their love for people and the sharing of December as their birth month, he on the fifth and she on the 12th.
The Opposition, like many other social and political groups across Jamaica, has sought to tighten the noose around Golding's neck that could have far-reaching effects in the short and long terms.
Golding forced the nation to sit up and take note after his startling revelation in Parliament last Tuesday that he knew about and sanctioned a Jamaica Labour Party (JLP) initiative to retain the services of US law firm Manatt, Phelps & Phillips to assist it with extradition matters.
A month ago he had vehemently denied that the Government had engaged the law firm after the question was posed in the Parliament by Opposition member Dr Peter Phillips.
But as controversy over the issue continued to swirl, Golding asked JLP General Secretary Karl Samuda to probe the matter. Samuda eventually reported that persons within the JLP had approached attorney Harold Brady to assist in facilitating the opening of discussions between the US authorities and the Government of Jamaica, over a treaty dispute.
That treaty problem concerned Jamaica's refusal so far to process the American Government's extradition request for reputed Tivoli Gardens don and JLP supporter Christopher 'Dudus' Coke.
Golding's effort last Tuesday to separate the functions and role of party leader and prime minister in this matter resulted in widespread criticism, calls for his resignation, and the adoption of a damage control plan by the party to try to achieve some amount of redemption.
Golding's life has been a mixed bag of success and failure laced with sheer excitement throughout.
The third of four children for Tacius and Enid Golding, his early education at Alpha Primary School, St George's College and Jamaica College, where he became head boy, gave him a solid start to take on the rigours of life.
He grew up in an era in which academic and sports standards in the high school system were exceedingly high and had to live in the shadows of classroom gurus like Ronnie Thwaites and Trevor Munroe of St George's, who both went on to become Rhodes Scholars and the latter also a track star of merit.
It was the golden era for boys' schools like St George's and JC, Kingston College, Wolmer's, Cornwall College and Munro to maintain their dominance over their rivals in academic performance and sports, topped during the period by Kingston College's fantastic schoolboy football successes of 1964 and 1965 at a time when Golding transferred to JC.
Having achieved a Bachelor's degree in Economics from the University of the West Indies in 1969, Golding -- at age 21 -- started his long political race when the JLP's Central Executive, which will play a role in deciding his fate at today's special meeting, elected him to serve. Three years later, at the time of the next general election that swept the People's National Party into power after a 10-year absence, Golding got the approval from the people of West St Catherine to become the youngest member of the House of Representatives at age 24, and thus confirmed his status as a second-generation politician, picking up the baton from his father.
Following a loss in West St Catherine in 1976, adjustments in constituency boundaries and names, Clarendon-born Golding was to later become a fixture for the JLP in Central St Catherine, being a part of the team that succeeded in convincing a majority of Jamaicans that the Cuban threat that emerged in the 1970s was real.
Michael Manley's Democratic Socialism philosophy had taken on new dimensions and in the eyes of his critics inside and outside of the PNP, had become so threatening to life that something should be done about it.
The JLP, inspired by its leader Edward Seaga, and backed by bright individuals like Golding, who was in charge of the campaign, Errol Anderson, and others, successfully managed to tell the nation that Cuba's influence on Manley, and by extension the island, was too much of a risk. It worked, and resulted in a big 51-9 seat victory for the JLP. Golding, who had been appointed JLP general secretary in 1974, went on to become the first minister of construction, a combination of the previous two ministries of housing and works. He served until the 1989 general election when the JLP was swept from office.
Such was his effect on the JLP and the promise that he showed, that Labourites promoted Golding from a decade of work as general secretary in 1984 to the powerful and influential position of party chairman and obvious heir apparent to Seaga. He served as chairman until 1995, a most crucial time in his life when he resigned from the party over a fuss that also engulfed the now infamous 'Gang of Five' issue, a claim that influential party members had teamed up to topple Seaga as party leader.
Several years of work as a party functionary had seemingly gone up in smoke. Golding had, at the time, not only served the House of Representatives as the member for West St Catherine and Central St Catherine for a combined 19 years, but the Upper House as a senator for nine years.
Golding's decision to form a third party, the National Democratic Movement (NDM) in 1995, had a resounding effect on the island's political landscape. As the NDM's first president, it was primarily left up to him to try to reshape the way Jamaicans saw politics and the work of political parties.
The party did not win a single seat in the 1997 general election, taken again in style by the PNP, but some of its candidates, like Golding who secured over 2,000 votes to trail JLP winner Olivia 'Babsy' Grange in Central St Catherine, Brascoe Lee in South Trelawny and Wayne Chen in North East Manchester, left telling impressions on the electorate.
The NDM also lost a by-election in the North East St Ann seat in 2001, forcing Golding to quit and start a fledging talk show called Disclosure on Hot 102 FM. When news started swirling about his imminent return to the JLP, Golding, up to his last day on air, kept denying any such move.
The NDM before that had powerful and influential supporters and sympathisers, among them the present principal of the Norman Manley Law School, Professor Stephen Vasciannie, who had a not-to-be-healed falling out with Golding when he returned to the JLP camp weeks before the 2002 general election. Vasciannie and Golding met the day before Golding went back to the JLP, at which point Vasciannie asked him about the rumours circulating about his return. Golding flatly denied that any such move was imminent.
The two, who had not exchanged a word since that time, broke the ice earlier this year when they met at a function at the law school. Before that, Golding moved decisively to block a decision by the Public Service Commission to appoint Vasciannie as solicitor general when the JLP assumed power in September 2007.
Vasciannie had won considerable respect in legal circles while he served as deputy solicitor general in the previous administration. He had left an indelible mark at Oxford University where he studied law and earned the distinction as the Jamaican Rhodes Scholar with the best overall academic performance in the history of the Rhodes Scholarship programme.
Golding won out in the end by firing the members of the commission, appointing a new one and having his preferred choice, Douglas Leys become solicitor general.
But Golding's second coming in the JLP was not as smooth as that of the Prodigal Son of biblical fame. Some of the party's stalwarts saw him as a direct threat. Others, particularly the younger group, embraced him wholeheartedly.
His previous post of chairman was again thrown into his lap in 2003, along with the appointment of senator and Opposition spokesman on foreign affairs and foreign trade.
Seaga's decision to accept a senior appointment at the University of the West Indies paved the way for Golding to position himself to become JLP leader and later member of parliament for West Kingston.
All that had to be achieved amid a potentially bruising challenge for the leadership from his brother-in-law Pearnel Charles, who backed out at the last minute when it was felt that his chances of survival were akin to a drowning man grabbing at the last available straw.
Golding's return in November 2003, his appointment as leader of the opposition on February 20, 2005, and subsequent election as MP for West Kingston on April 13 that same year, put him in pole position for another grand takeoff toward the political Promised Land.
Having taken the Oath of Office as Prime Minister on September 11, 2007, following his party's narrow victory at the polls, Golding pledged to be the change that Jamaicans had been clamouring for. He had laid out new standards and styles in his party's manifesto and championed the cause of ushering in a new era of statesmen, whose hands would be free of corruption, whose primary aim would be the upliftment of all Jamaicans, and making integrity the centrepiece of leadership.
Now facing the challenge of his life, Golding is also confronted by the now popular Jamaican saying of 'c**k mouth kill c**k'.
He had promised many things when he became prime minister. However, his critics have noted that since holding the highest political office in the land, he seems either reluctant or does not have the stomach to make the changes that he so forcefully mooted.
His utterances in regard to the Manatt, Phelps & Phillips issue, in which he revealed to Parliament last Tuesday his knowledge of a move to retain the US law firm to assist the JLP with extradition matters, after originally denying knowing anything about it, again threw the spotlight on him.
Golding, in his defence, said that he was connected to the matter in his capacity as JLP leader and not as prime minister. He had forgotten that in 2006 at the height of the decision by the Dutch firm Trafigura to give US$30,000 to the PNP to assist with its campaign for the 2007 general election, he had vigorously dispatched a suggestion that the PNP point man in that matter, Colin Campbell, then a Cabinet minister, was acting on behalf of the party and not the Government.
"You can't be one and not be the other," Golding had said then, a statement that has now returned to haunt him.
According to some political analysts, those words may be the most telling in Golding's dramatic political career.
A low local rate of Internet access has failed to provide any solace for Prime Minister Bruce Golding online as members of the public have continued their Twitter #blamebruce campaign, establishing a page of same name on Facebook, the most popular website in Jamaica.
#blamebruce become a locally trending topic last week as Jamaicans often humorously sought to blame the Prime Minister for everything from their financial woes to, perhaps a little confusingly, "if jps cut off yuh wata".
"after bruce is done failing, who do we have to save us? Portia? God help us. #blamebruce," tweeted one user.
The Facebook page currently has 3,080 fans.

OCHO RIOS, St Ann Scores of Jamaica Labour Party (JLP) supporters turned out yesterday in this north coast town to publicly show their support for embattled leader of the party and prime minister, Bruce Golding.
Clad in the party colour (green) with shirts bearing images the face of their leader, the supporters braved the scorching sun and lined the Ocho Rios bypass, waving flags, ringing bells and chanting party slogans.
They were anticipating the arrival of Golding who was scheduled to attend the party's Central Executive emergency meeting at Sandals Grande Ocho Rios.
The crowd grew by the minute, and their chanting and singing of inspirational gospel songs echoed along the roadway as they took over the left lane of the dual carriageway.
"Bruce! Bruce! Bruce!" the placard-bearing supporters shouted. "Bruce is here to stay, Bruce nah go nuh weh, a fi wi prime minister'."
"Mr Golding is coming down Milford Road," member of parliament for North East St Ann Shahine Robinson -- who was among several of the party's hierarchy awaiting Golding's arrival -- was heard telling supporters about 11:45 am.
Golding arrived a minute later and was greeted by loud cheers as his vehicle approached and he emerged with a slight grin across his face.
"Mek mi touch mi leader, a my leader that. Resign what?" a woman wearing a shirt with Golding's face printed on the front and a cap with his name on it said as she made her way towards him.
His stop was brief as he hugged and greeted his loyalists, before he was whisked away in his green Land Cruiser to the resort where other party officials were awaiting his arrival.
One woman who journeyed from Western St Mary said the calls for Golding to resign as prime minister were baseless. She insisted that he had done nothing wrong, as there were no financial gains from the Manatt, Phelps & Phillips affair.
"How is it that the church, the church of all groups, is calling on him to resign without even offering to meet with him and pray for him and offer some form of encouragement and counselling?" the woman asked.
The supporters lashed out against Golding's critics, saying "persons without a sin should come forth and cast the first stone".
"This is not a scandal. Who have more scandals than the PNP?" asked another supporter. "They (PNP) cannot call on anybody to resign, he has done nothing wrong."
Member of parliament for North West St Ann Othneil Lawrence, who was among the crowd, said while he regretted what had transpired, Golding has his full support.
"I'm here to give him my support: he has been honest and I believe he has the interest of the country at heart, and the country has made significant strides under his leadership," said Lawrence.
THE Office of the Contractor General (OCG) says it has grave concerns regarding Governments proposed multi-billion dollar deal to sell its 45 per cent stake in the jointly owned Government/Alcoa JAMALCO alumina refinery to the Chinese entity, Zhuhai Hongfan Non-ferrous Metals and Chemical Engineering Limited (Hongfan).
Hongfans exclusive agent for the deal is a company called Port Reliant Limited (Port Reliant), about which the OCG has suspicions, the OCG said in a release today. The deal is also subject to Alcoas right of first/last refusal.
At the root of the OCGs concerns are at least five major considerations which, when taken together, have raised serious questions for the OCG regarding the public interest, transparency, value for money, competition, conflicts of interest, propriety and the merit and impartiality of the prospective contract award to Hongfan.
The five considerations, the OCG said, include that the proposed equity divestment was not put to public competitive tender by the Government but was, instead, directly negotiated with Port Reliant and/or Hongfan; and that Port Reliant has refused to make a full due-diligence disclosure to the Government regarding itself, its agency agreements with Hongfan, its historical business activities and its beneficial ownership, in keeping with certain OCG requests which were directed to the Mining and Energy Ministry.
The OCG has reiterated its concerns regarding the proposed deal with Hongfan, it said, particularly in light of the continuing lack of clarity about Port Reliants involvement in the matter and its curious and inexplicable refusal, to date, to provide certified documentary evidence about itself and its beneficial ownership.
The contractor general Greg Christie says he as adopted a resolute position on the matter.
The OCG has cautioned the Government that if the requested information is not fully forthcoming from Port Reliant, it, the Government, in the publics interest, should shelve the deal. If the Government fails to heed the OCGs recommendation, the OCG will forthwith launch a major investigation into the matter and will use the full force of its quasi-judicial powers to secure all pertinent facts and bring them within the public domain, the OCG said.
WELL-known Kingston businesswoman Karen Lee was brutally murdered at her Wiltshire Avenue home in upper St Andrew yesterday.
Lee, a member of the Loshusan family, was found by police and her husband shortly after 5:00 pm with her throat slashed. She was also stabbed and her hands and feet were bound.
Last night, Inspector Steve Brown, head of the Constabulary Communication Network, said that Lee's motor car was found in the yard loaded with appliances.
"It appears that her killers were trying to start the car but the security features prevented them from doing so," said Inspector Brown.
He said that at least two men were seen leaving the yard and lamented the fact that none of Lee's neighbours called the police.
"People need to be more neighbourly," said Inspector Brown. "In this case people saw the guys from about 1:30 tampering with the car and not even a call was made to the police."
FACED with scathing criticism over his confession that he sanctioned a US$50,000 deal with a US-based law firm to negotiate a controversial extradition matter, Prime Minister Bruce Golding is now pondering his future.
Golding and the top b**** of the Jamaica Labour Party (JLP) are now locked in a meeting at Vale Royal, the Prime Minister's official residence.
Golding's head has been on the chopping block after he revealed in Parliament that he sanctioned the party to contact United States law firm Manatt Phelps and Phillips to negotiate with members of the Barack Obama administration to argue on behalf of reputed Tivoli Gardens don, Christopher 'Dudus' Coke.
Calls for Golding to step down as Prime Minister have come from various sectors of society including his former party the National Democratic Movement, the People's National Party and human rights group Jamaicans for Justice.
Yesterday a group of private sector and union bodies charged with finding solutions for Jamaica's economic and social ills suspended its agenda in light of his confession.
Last year August the US Government officially requested Coke's extradition to face drug and gun running charges.
The Golding-led administration has refused to sign the authority to proceed citing a breach of the Interception of Communications Act by the United States as their reason.
Coke has been named as the head of the Shower Posse, described by US authorities as a multi-national criminal organisation headquartered in Golding's West Kingston constituency.
Speculation as to the Prime Minister's future is rife on the streets of the capital. Meantime #blamebruce has become, locally at least, a 'trending topic' on social networking website Twitter.
As pressure mounts on Prime Minister Bruce Golding to step down as leader of the country, many in the cyber world have also joined in the call, through two lobby groups on the social network, Facebook.
Earlier this week, Prime Minister Golding announced that, as leader of the Jamaica Labour Party he had sanctioned approaching the United States law firm, Manatt, Phelps & Phillips to have them lobby the US government against the extradition request for Dudus, whose real name is Christopher Coke.
Coke is wanted on gun and drug charges. Prior to that announcement, the Prime Minister had said that he didn't know about the Government approaching the firm.

A Facebook page named 'Resign Now Bruce Golding' which was recently created, boasted 585 members at the time of this story with more than 200 persons joining in just a few hours. In explaining its purpose, the creator of the group wrote, "As citizens of Jamaica, we call for the resignation of Prime Minister Bruce Golding." The page also carried several news stories relating to the Dudus extradition request and the Manatt, Phelps & Phillips matter.
One member of the group wrote; "Let's keep up the pressure. Mr Golding is feeling the heat! ..."
The other group, called 'Bruce Golding Must Resign Now', had 136 members and boldly declared,
"Bruce Golding tek Jamaicans fi punk. It's time for him to step down." One post on this group read, "Resign, Resign, Resign ... we won't stop until you do!"
Yesterday, the Prime Minister convened a meeting with members of the officer corps of the Jamaica Labour Party which prompted speculation that he may be considering what his next move should be.
Charged with negligence is the boy's father, Oliver Spencer, while charged with murder is 34-year-old Jermaine Gushman.
Little Evan Spencer of Frankfield, Clarendon, was reportedly killed as he slept on the night of May 2.
Police reports are that the father went home about 3 a.m. and saw a man running from a room his son was staying in at the back of the building. It is alleged that when the father went inside the room, he found his son's body lying in *lo** with his throat cut. An alarm was made and the police alerted.
Little Evan's murder sent shock waves throughout Frankfield, with many expressing disgust with the number of murders involving minors being committed in Jamaica.
Producer Rado of Armz House Records was shot several times last night in Spanish Town. Music News understands that the producers car was shot up along St. Johns road. Reports are that he received three shots to the chest before crashing at a gas station in the area.
Rado is currently being treated at hospital.
Rado of Armz House Records is the producer of Mavados Gal Ova Gun on the Double Action rhythm and Twin of Twins Fren Ting on the Night Vision rhythm.
Rado is the third member of the entertainment fraternity to be shot up since the start of the week. On Monday Oniel of dancehall group Voicemail was shot several times and is currently in hospital while on Tuesday dancehall deejay Cobra was shot in the chest and arm. He has since been treated and release.
The recent upsurge of violent attack on the entertainers have prompted members of the industry to organized a Peace March scheduled for Sunday, May 23.
The march, which is called Walk For Peace is set to start at the Police Officers Club in New Kingston and end at Heroes Circle, in downtown Kingston.
With under a week to go before the staging of Congress Fridayz' Fourth Anniversary, promoted by House of Congress at the Club Afrodeziac, Portmore Town Centre, the label's main artiste, Hollowpoint has crashed.
The deejay whose real name is Chevaughn Stewart, sustained injuries to his head and arms when he crashed into a wall near his home.
According to the deejay, this is his second accident in two weeks. "I was hit off the bike last week when a bus man gave me a bad drive. I only got some scratches that time. This time I was just riding down the road near my home to come back. When I was on my way back, the bike wouldn't gear down and just went right into the wall," he said.
Hollowpoint, who recently signed to House of Congress Music and is scheduled to make a major appearance on their Congress Fridayz fourth anniversary, explained that the bike had been displaying gear problems after the first accident.

"I was test riding the bike after the first accident. The gear lever did get damage and I got it fixed and was riding to test it. When mi hold it down, no gear. A straight inna a wall mi go. Mi head chop, a mi skull mi a look pon," he said.
Hollowpoint has since received medical attention and is currently recovering.

The main suspect in the shooting of Voicemail member Oneil Edwards was found dead yesterday while a second suspect was picked up in Manchester late Tuesday night.
Police said the man clad in green short pants, white T-shirt and blue slippers was found with several gunshot wounds in Chancery Hall, St Andrew, hours after he eluded a Corporate Area police dragnet. His name was not released.

The Manchester police reportedly picked up the second suspect who was taken to Kingston.
Edwards was shot several times shortly after 1 a.m. on Monday as he entered his Belloc Avenue home in Duhaney Park.
Police sources told THE STAR after the incident that they were probing two possible motives for the attack.

The first one was that the artiste had an altercation with some men after he refused to give them money.
The men are said to have damaged his vehicle and he later made a report to the police. This is said to have angered the men. It is believed that the same men are the ones that carried out the attack. The second argument suggests that the recent staging of Edward's birthday celebrations had not gone well with thugs from a St Andrew community.
Edwards remains in critical condition in hospital.
The dead persons have been identified as 80-year-old Hopeton Whyte and his wife Joycelyn, 79.
Police sources from the St James division told THE STAR that the couple was at home when they were attacked and stabbed repeatedly by a group of men some time close to 7 p.m.
Residents who went to their assistance helped Whyte to the Cornwall Regional Hospital where he was later pronounced dead.
The police were subsequently alerted and upon their arrival at the couple's home his wife was found lying in a pool of *lo** in a room.
She too was pronounced dead at hospital. Efforts to contact a number of high-ranking officers from the St James division were unsuccessful up to press time last night and other sources said the police had not yet arrived at a motive for the brutal double murder.
In recent times there has been several cases of murder involving knives.
In one barbarous attack, four persons were stabbed multiple times and their throats slashed in a section of Jones Avenue, called 'Backlands', in St Catherine last Thursday.
Head of the St Catherine North police, Superintendent Assan Thompson said he believes the murders to be a spill over from an upsurge in violence in the March Pen and Corletts Road area of the parish. Rival gangs are reportedly fighting for turf.
MEXICO CITY, Mexico (AP) -- Killings of gays and lesbians have risen in Mexico despite a government tolerance campaign and a law legalising same-sex marriage in the capital, according to a report released yesterday by a coalition of civic groups.
A review of more than 70 newspapers in 11 Mexican states found an average of nearly 30 killings a year motivated by homophobia between 1995 and 2000, compared to nearly 60 a year between 2001 and 2009, the report said.
Ricardo Bucio, president of the government's National Council for the Prevention of Discrimination, backed the report, saying it gave visibility to a lingering problem.
The government launched a radio campaign in 2005 to promote tolerance of homosexuals.
In December, the Mexico City legislature approved the first law in Latin America explicitly giving gay marriages the same status as heterosexual ones. The legislation, affecting only the capital, also allows same-sex couples to adopt children.
Mexico City's annual gay pride parade draws tens of thousands of people, and in some neighbourhoods gays openly hold hands.
But violence against gays seems to have increased as more become public about their sexual orientation, said Alejandro Brito, director of Letter S, one of the groups that released the report.
Mexico City had the most homophobia-motivated killings, with 144 between 1995 and 2009, according to the report.
Despite the federal government's push to promote tolerance, President Felipe Calderon's conservative administration campaigned against the Mexico City law allowing same-sex marriage.

Double sprint world-record holder, Usain Bolt, is getting set to take his first major foray into the business world with the announcement of his soon-to-be opened high-end sports lounge, 'Usain Bolt's Tracks and Records'.
Bolt, who shattered his own marks in the 100m and 200m at last year's IAAF World Championships in athletics, announced a US$1-million partnership with the team of fast-rising marketers from Kingston Live Entertainment (KLE), at the Fiction nightclub on Tuesday night, that will see the establishment of a first-of-its-kind lounge.
Bolt highlighted his latest undertaking as a new adventure and believes that it will not only cater to the entertainment needs of the general public, but will also guarantee his financial security, long after his legs are too tired to take him down the track.

"For me this is something big, it's something new and I'm thinking about my future on this one," said Bolt.
"I'm starting early and if any other opportunities come along we are hoping to capitalise on them from early because a lot of other sporting personalities start to do these things at the end of their careers when it's all over, but I'm trying to start early so I can make the most of other opportunities," he pointed out.
KLE director, Kevin Burke, is happy with the concept and is confident that his team is more than capable of delivering on their plans.
"We approached Usain (Bolt) and presented him our vision and he loved it, so we are now looking to move forward with him. We are ready to go, we are ready to shock the world with this outlet," said Burke.
"We want to deliver an authentic and unique experience and I believe that 'Usain Bolt's Track and Records sports lounge' is a vehicle for brand Jamaica to hit the world. We have the right ingredients for success, we just have to get it done, implement and deliver, which we will do."
The outlet promises to merge high level entertainment, top shelve cuisine, sports, décor and the very best in audiovisuals.
The sports lounge will be opened in the fourth quarter of this year and will be situated at The Market Place, a stone's throw from the popular Fiction nightclub, which was also conceptualised by KLE.
The space will have the capacity to seat 200 guests and will boast 5,000 square feet, that promises a stadium-like atmosphere with a mezzanine, 40 screens (TV sets) ranging from 40" to 12-foot in size, VIP areas, high-tech booth seating, a retail shop with exclusive Usain Bolt products and a massive bar that will take the shape of a track.
Importantly, there are also plans to open a second location in London, England, just before the Olympic Games in 2012, which will be hosted by that city; as well as an intention to take the Usain Bolt brand to other locations across the world.
Having been unconscious for days, it seems there have been some improvements in the condition of .
The artiste, who was shot multiple times at his home in Duhaney Park early Monday morning, had been in a coma for days. However, there were some signs of improvement yesterday when he was able to breathe on his own for the first time since the incident.
According to a source close to the victim, Edwards is still in a critical but stable condition. In addition, there has been some reduction in the swelling in the brain. For a short time yesterday, the source said Edwards was taken off the ventilator and allowed to breathe on his own before being put back on the machine later in the day.
Since being in the hospital prayer vigils have been held for Edwards.
On Wednesday, one of the suspects in Oneil's shooting incident was found dead in Chancery Hall Estate, St Andrew, while the other suspect was picked up in Manchester and taken into police custody in Kingston.

With Richie Loop's My Cupp well on its way to becoming a major local hit, the eagerly awaited accompanying video was recently shot at several locations across Kingston.
It is hoped the video will propel the song to even higher heights. Since the song was released in late February, it has steadily gained momentum, thrusting the 23-year-old singer/producer into the spotlight, earning him interviews in both local and international media.
Directed by 'I am the Critic' and produced by Mellissa Llewellyn, the My Cupp video was shot in Norbrook, Cherry Gardens and Dunrobin.
It was the young entertainer's first video shoot and he was very excited and totally enjoyed the experience.
"The video shoot was two days of fun. I knew I was working but at the same time I enjoyed myself both on and off camera," Richie Loop said. "For my first video, the experience was great and the production team was wonderful."
The concept of the video involved a house party with patrons having fun. There was an incredible party vibe, insiders told THE STAR with approximately 50 people including extras participating in the project. "It was great that lots of my friends came and the people were energetic," Richie Loop said.
Insiders also told THE STAR that fans are going to be in for a surprise when they see the video, as they witness how the director captured the true meaning of the song that is doing well on several local charts as well as on reggae charts in Canada.
The singer, who is working on new songs at the Scikron/Big Yard label, said he can't wait to see how the two days of shooting turned out. "I am just as anxious as everyone to see the final product," he said.
A section of Spanish Town remained tense up to early this morning following the shooting of several persons, including a man alleged to be a high-ranking member of the One Order gang.
THE WEEKEND STAR learnt that about 10 p.m. men travelling in a motor car sprayed the vehicle in which he was travelling with two other persons in the Feather Bed Lane area, off St John's Road.
This action resulted in persons being ordered off St John's Road by gunmen who claimed that they were on their way to retaliate. Following this, there were reported shootings in the Red Pond, Fairview and Rivoli communities in Spanish Town.

The recent upsurge of violent attack on the entertainers have prompted members of the industry to organized a Peace March scheduled for Sunday, May 23.
The march, which is called Walk For Peace is set to start at the Police Officers Club in New Kingston and end at Heroes Circle, in downtown Kingston.

Singer Bobby Melody, who was most famous for the song, Jah Bring I Joy, produced by Joe Gibbs, reportedly died recently in the UK. Melody, who worked with producers such as Yabby You, Gregory Isaacs, Jah Thomas and Joe Gibbs, was also a member of The Prophets.
A prolific underground artiste during the 1970s and early 1980s, Bobby Melody, born Bobby Powell in the parish of Trelawny in Jamaica, recorded for almost 40 years and had been living in Britain since the early 1980s.
It is understood that he died of cancer late April in Nottingham, England. He is one of two Jamaican artistes based in England who recently succumbed to cancer. The other was veteran studio engineer, producer, songwriter Sid Bucknor.
