THE extradition hearing for Christopher 'Dudus' Coke has been set for tomorrow by  Director of Public Prosecutions, Paula Llewellyn according to an impeccable Observer source.

The hearing is set to be held within the secure confines of the Jamaica Defense Force headquarters at Up Park Camp in order to avoid any untoward action by Coke's sympathisers.

 

Coke has reportedly expressed his intention to waive his right to an extradition hearing and face his accusers in the United States without delay.

If a local magistrate's grants him his wish then he could be handed over to United States marshals in short order and flown out to New York.

He is accused of drugs and gun running by the US authorities. If found guilty he could be locked up for life and have his assets seized.

The Reverend Al Miller has turned himself into the police.

He reported to the Organized Crime Investigation Division in downtown Kingston along with his lawyer Wentworth Charles, a short while ago.

Yesterday the police asked the religious leader to immediately report to any station along with his lawyer for questioning after he was seen in the company of then fugitive Christopher Dudus Coke.

Mr Coke who was held in Ferry, St Catherine was reportedly being transported to the US Embassy by Rev Miller, when they were intercepted by the police.

The police have described Reverend Miller as a major person of interest in the matter currently being investigated.

They could not say whether he will be charged or if he will be detained overnight.

Speaking at a press conference yesterday, Police Commissioner Owen Ellington said investigations would be conducted as to why Miller was not also held at the time Coke was taken into custody.

Reverend Miller was also instrumental in Cokes sister, Sandra and his brother Leighton Livity Coke turning themselves in to the police.

Reverend Miller told The Gleaner/Power 106 News that Christopher Coke made the decision to turn himself in because he felt it was in the best interest of Jamaica.

A 16-year-old London teenager was sentenced to 14 years in prison after fatally stabbing a former friend, Salum Kombo, over a dispute on Facebook.

The unnamed defendant killed Kombo after a series of escalating disputes that began last summer. The tipping point came when Kombo called the defendant a "p--sy" online. The two boys met outside a restaurant on December 20, the Guardian reports, and walked off together. The defendant, however, surprised Kombo by pulling out a knife and stabbing Kombo in the chest.

This Is London writes that as Kombo fell to the ground, the defendant yelled, "Nobody calls me a p--sy, I don't care if I go to jail!"

 

The judge handed down a sentence of at least 14 years, saying:

You killed him because he called you a p--sy. You were angry and felt livid and you wanted to fight him [...] You thought about it for two or three days and you worked yourself up into a cold fury. Your friends tried to calm you down but you would not listen. You walked with that knife in your pocket and told your friends you were going to stab him. You asked one friend if you should do it and he answered 'go on if you want to'. Mr Kombo didn't particularly want to fight but he knew he would win but you didn't give him a chance. You caught him unawares and stabbed him in the chest

THE US Embassy in Kingston said last night that it was closely following reports on the local media regarding the capture of Christopher 'Dudus' Coke, who is wanted in that country to answer drug-trafficking and gun-running charges.

An embassy spokesman said the Americans were awaiting official confirmation of Coke's detention and processing by local authorities.

There was an unconfirmed report that Coke wants to waive his right to an extradition hearing and had asked to be handed over to US Marshals.

However, the American Embassy spokesman would not say if US Marshals were ready to fly Coke out of Jamaica by today should he be taken before the court and decide to waive his right to an extradition hearing.

SECTOR leaders yesterday hailed the arrest of fugitive Christopher 'Dudus' Coke, calling the apprehension a positive step in the State's battle against criminal elements within the society.

The leaders -- some of whom were vocal when the Government's stalled the extradition process against Coke who is wanted in the United State on drug-and gun-running charges -- also praised the way in which the security forces conducted their search for Coke who managed to elude them for four weeks.

"I'm very pleased that he has been caught, and I'm even more pleased that he has been brought in alive. It speaks well of the security forces and now he can face whatever legal measure that he choses to follow. We would have a lot more to answer for if it had gone the other way," Wayne Cummings, president of the Jamaica Hotel and Tourist Association, told the Observer.

Still, Cummings said Coke's arrest was just a part of the move to rid the country of criminality.

"It is now beyond Mr Coke as it is now a bigger issue of crime, criminality and how we want to lead our country going forward. I believe that those are the bigger issues and we need to pay attention to those core issues," Cummings said.

His sentiment was shared by Milton Samuda, president of the Jamaica Chamber of Commerce.

"I think it is certainly a welcome development in the unfolding of the anti-crime initiative. ...The apprehension in of itself is a very important achievement on the part of law enforcement," said Samuda.

Meanwhile, Joseph Matalon, who heads the Private Sector Organisation of Jamaica said Coke's apprehension will now free up the security forces to focus on the extended state of emergency in Kingston and St Andrew and the imposition of a state of emergency on St Catherine.

"I'm glad that this aspect of the saga is over," said Matalon.

Coke's was apprehended yesterday afternoon along the Mandela Highway while reportedly heading to the US Embassy in Kingston with Rev Al Miller.

His arrest brought to an end to the four-week hunt for by members of the security forces. He had been on the run since May 24, when members of the security forces went into Tivoli Gardens, his former stronghold, to serve an arrest warrant on him and restore law and order in the West Kingston community.

At least 40 people have been taken into custody hours after a state of emergency was imposed in St. Catherine, Jamaica.

The state of emergency took effect at midnight.

Our newscentre understands that the detainees are being held at the Spanish Town Prison Oval.

The men were picked up in sections of St. Catherine including St. Johns Road, Jones Avenue, Old Harbour Road and Homestead.

A large detachment of soldiers is in those areas at this hour.

Meanwhile, some St. Catherine residents have welcomed the state of emergency but are questioning why operations are not being conducted in the volatile Gravel Heights and Tredegar Park communities.

The Prime Minister Bruce Golding yesterday announced that a State of Public Emergency is necessary for St. Catherine.

It will last for 30 days.

The state of emergency in St Catherine is needed for the security forces to deal with the soaring murder tally in that parish, said Prime Minister Bruce Golding.

According to Golding, for the first five months of this year there were 168 murders in St Catherine up from 110 for the first five months of 2009.

He says in recommending that the Governor General proclaim a state of emergency for St Catherine, the Cabinet took careful note of the murder figures as well as the advice of the police.

The Parliament has also granted an extension of the state of emergency for Kingston and St Andrew until July 22

Don Foote, one of the attorneys who represented Christopher 'Dudus' Coke in the attempt to prevent the execution of a warrant issued for Coke's arrest, says he, along with other attorneys, will attempt to speak with Coke today.

Speaking to THE STAR last night, Foote said he was not aware of Coke's alleged intention to hand over himself to the United States Embassy and said neither was he aware that Coke had planned to turn himself in to anyone.

The attorney said he had been in dialogue with the police since Coke's arrest and said, "The team [legal team] will try to meet with Coke tomorrow [today]".

Foote represented Coke in a judicial review which was being handled by the Supreme Court. Coke's lawyers were attempting to challenge the validity of the decision by the Justice Minister to give the go-ahead to proceed with the extradition matters.

Reverend Al Miller, in whose possession Coke was held yesterday, said he and Coke were on their way to the US Embassy, where the alleged drug lord would hand himself over to US authorities.

A 13-year-old boy is dead, another in hospital and a 17-year-old student is in custody following a stabbing incident near the Boulevard Shopping Centre in St Andrew yesterday.

The police are probing arguments that robbery sparked the incident.

Dead is Emalio Evans of Olympic Way, also in St Andrew.

Reports are that sometime after 3 p.m., Evans and another teen were walking along the roadway where they were subsequently stabbed multiple times after failing to give up money which was demanded of them by another teen.

Both teens were rushed to hospital where Evans died and the other admitted in serious condition.

The student, of a high school in St Andrew, was taken into custody in connection with the incident.

Reputed Jamaican drug kingpin Christopher (Dudus) Coke was captured quietly in his homeland Tuesday, capping a *lo**y, weeks-long manhunt.
The 41-year-old Coke is expected to be flown to New York to face trial on federal drug trafficking and gun running charges.
The fearsome fugitive was on his way to turn himself in to the American Embassy when cops stopped his convoy, said a reverend who was with him.
"A contact was made on his behalf that he wanted to give himself in," said the Rev. Al Miller, who assisted in the surrender of Coke's brother earlier this month.
"I therefore made arrangements with his lawyers because he wanted to go ahead with the extradition process, so we communicated with the U.S. Embassy because that's where he would feel more comfortable."
Police Commissioner Owen Ellington said Coke was captured by cops manning a vehicle checkpoint, but he declined to elaborate on the arrest.
In the minutes after Coke was transfered to a nearby police station, armed soldiers quickly took up positions surrounding it.
The aptly-named suspect is planning to waive his right to an extradition hearing, the Jamaican Observer reported.
His arrest came nearly a month after some 76 people were killed in a four-day gun battle between Jamaican security forces and gunmen loyal to Coke.
The clashes started after police and soldiers stormed a Kingston slum in an attempt to take the reputed drug lord into custody.
Prosecutors say Coke is the leader of a murderous drug gang known as the "Shower Posse," which shipped drugs and weapons back and forth between Jamaica and New York.
Coke lorded over the vast criminal enterprise since 1994, personally directing drug deals and gun purchases, prosecutors charge.
Also known as "President," Coke was seen as a Robin Hood figure in his Tivoli Gardens slum, where he acted as community leader and enforcer.
He faces life in prison on charges of trafficking cocaine, marijuana and weapons.
After Coke's indictment last August, Jamaica refused requests to extradite him to New York. But when the island nation caved in to American pressure last month, all hell broke loose.

The police are at this hour probing the link between the daughter of Government Senator Tom Tavares-Finson and an alleged criminal.

The police say 23-year-old Lea Tavares-Finson was arrested this morning as well as alleged criminal Christopher Linton also called Dog Paw during a police operation in Kintyre, St Andrew.

At news time, Tavares-Finson was being interviewed at the Half Way Tree Police Station.

Meanwhile, Finsons lawyer Jacqueline Samuels-Brown denied police claims that her client is being questioned concerning her involvement in the Dog Paw gang.

Beenie dropped from show in Europe

Beenie Man has apparently been dropped from a concert line-up in the Netherlands.

Reports seen on the Internet yesterday, suggested that the deejay was removed due to homophobic lyrics he has done in the past.

According to www.pinknews.co.uk, organisers of the concert, titled Parkpop, said although Beenie Man promised not to sing any homophobic songs, they had to cancel his slot to avoid risking the future of the free event.

Beenie Man, who is on a European tour, was scheduled to perform on Sunday. The artiste was to replace American rapper Snoop Dogg who, according to the website, was banned from the concert to maintain an 'open and friendly atmosphere.'

According to www.dutchnews.nl reports, Beenie Man's addition to the concert immediately caused controversy, as the artiste was banned from The Hague in the Netherlands two years ago for his anti-gay lyrics.

On their website, the Parkpop organisers originally defended the decision to put Beenie Man on the show by explaining that in 2007 he signed the Reggae Compassionate Act, a petition organised by the Stop Murder Music campaign, agreeing to renounce homophobia and stop performing lyrics promoting violence against gay people.

This is not the first show from which Beenie has been dropped due to protests from gay rights activists. Last November, Beenie Man had a string of Australian and New Zealand tour dates cancelled after gay groups protests.

In 2004 MTV wanted to premiere the artiste on its awards show and then cancelled following threats of protest from many gay rights groups from around the country.

Although the shooting death of Voicemail member Oneil Edwards is still fresh in the minds of many, one cannot help but wonder what's next for the dancehall group Voicemail.

Before Edwards' tragic passing, Craig Jackson was already collaborating and releasing singles for himself as well as with other artistes, including Busy Signal and more recently Demarco.

However, when THE STAR spoke to the surviving members (Craig and Kevin), they were adamant that the group still consisted of three members.

Jackson has been gaining increased solo success which is apparent with his Show It collaboration with Demarco debuting on the BET 106 and Park Countdown a few weeks ago as the new joint of the week.

The duo confessed that the times have been both good and bad since the tragic incident took place.

"It's a rocky road, we have our good moments. It hit us this morning when we went to the German Embassy to sort out our visas for our European tour and it hit us that Oneil won't be joining us but its all just a part of life journey," said Jackson.

When asked if the group would remain as is or if they would be adding a new member, they laughed ecstatically and exclaimed, "Oneil is still here, we still a group we are just blessed now to have our own angel looking down on us. Him a guh deh deh, nobody else nah tek him place. You just won't see a physical body in one of the spaces."

So what's next for Voicemail?

Voicemail is set to leave the island on July 23rd, a day after Sumfest for a month long European tour.

They also informed that the group's album entitled The Next Level will no longer be released next month but has been pushed back.

"It (the album) is in tribute to Oneil and me ah tell unu dis from now, if you never hear Voicemail before unnu going to hear we now," boasted Jackson.

The two also said they had no plans of going their separate ways.

Both remaining members also agreed that the money that was initially meant for Edwards would be going to his pride and joy - daughter Neahlis - to ensure that she lives a safe and comfortable life.

"Jus put it dis way, ah two ah we and a we control tings so we say Neahlis set and she going to get what har fada suppose to get. Ah she ah go spen har poopa money," the two joked.

Like any group, the three singers have their distinct dynamics.

Craig is the mushy, cuddly, loveable and laid-back one who at the same time is most miserable and meticulous when it comes to recording. Kevin, without a doubt is surprisingly the quietest and most unassuming member of the trio. Oneil, the baritone voice of the group, is the unspoken boss. The entrepreneur who took care of all the business.

According to Kevin, "he's (Oneil) the man that while we sleep, he's there pon the phone calling this person and that person, setting us up to record and all those things. He's the man in charge."

The surviving Voicemail members say they are asking fans and well-wishers to continue praying for them because at the end of the day they are still weeping inside despite their outward exuberance.

POLICE Commissioner Owen Ellington said former Tivoli Gardens don Christopher 'Dudus' Coke may be charged for crimes committed locally if the police are able to build a case against him.

Coke was arrested by a police party manning a checkpoint along the Mandela Highway in St Catherine. He was in the company of Reverend Al Miller.

Ellington was speaking an an impromptu press conference at his office in St Andrew this evening.

Ellington said the cops who arrested Coke were acting on intelligence. The arrest took place about 4:00 pm. He said investigators were trying to ascertain why Miller, who is now wanted for questioning, was allowed to go.

"From our standpoint we believe that he needs to come in and speak with us because there are some questions that he needs to answer," Ellington said. "The circumstances of Mr Coke's arrest is the subject of an investigation.

He also stated that the police were not aware that Coke had indicated an interest to waive his right to an extradition hearing and asked the Reverend Al Miller to turn himself in. Miller had earlier told the Observer that Coke had intended to hand himself over to the United States authorities.

He said that "all individuals" would be investigated in relation to the attacks on police that led to the declaration of a State of Emergency on May 24.

"We are investigating all the attacks on our members and our facilities. We are keeping our options open," Ellington said.

FORMER Tivoli Gardens strongman Christopher 'Dudus' Coke is now in police custody.

The fugitive was handed over to police by Reverend Al Miller and is prepared to commit himself to due process and waive his right to an extradition hearing.

Early reports suggest that he is being held at a police station in St Catherine.

Alicia Keys had her unborn child blessed in a traditional Zulu ceremony while in South Africa for the World Cup.

The Grammy award-winning singer, who is around five months pregnant, joined hands with music producer fiancé Swizz Beatz for the outdoor blessing near Durban, on the country's eastern coast.

Wearing tribal beads, Alicia and her baby were given Zulu names while standing under a fig tree known as the 'healing tree' by locals who believe it brings good fortune and health. The star, 29, had the ritual performed by female elders on Wednesday after arriving in South Africa the previous week to headline the World Cup Kick-Off Concert in Johannesburg.

The R&B diva was given a blue robe to cover her shoulders, while Swizz, 31, donned a red sarong and leopard print sash. Alicia was chosen to receive the blessing in return for her work with local children's charity Bobbi Bear, whose workers are paid by the singer.

Bobbi Bear director Jackie Bradfield said yesterday: "Alicia has been made part of the tribal family because she really reached out to the people here. Alicia had to do a special dance with drums banging in the background, and was embraced by abused children who she has helped.

She was chosen for the ceremony as a thank-you, because she has done a lot to keep children's lives afloat and for us to afford our support staff." Alicia's mother and brother were among a crowd of around 50 people who watched her by the tree where Bobbi Bear runs a weekly HIV clinic.

TWO curfews have been imposed in sections of the St Catherine North police division beginning 4:00 am today until 4:00 am Friday.

During the hours of the curfews all persons within curfew boundaries are required to remain within their homes/premises unless authorised in writing by a member of the security forces, who is in charge of enforcing the curfew.

It is an unlikely duo - the colourful pastor and the feared, but low-profile area don.

Yesterday, the Reverend Al Miller and west Kingston enforcer Christopher 'Dudus' Coke were stopped by police along Mandela Highway in St Catherine.

Police Commissioner Owen Ellington said they were held just after 4 p.m.

Miller spoke to The Gleaner after Coke, who has been on the run for the past month, was taken into police custody. The police also issued a request that Miller, pastor of the Fellowship Tabernacle, turn himself in for questioning.

The pastor said he would report to the police today.

Miller said Coke contacted him yesterday and requested his assistance to be taken to the United States Embassy in Kingston.

"I, therefore, made arrangements with his lawyers because he wanted to go ahead with the extradition process. So we communicated with the US Embassy, because that's where he said he would feel more comfortable," Miller told The Gleaner.

Miller declined to say where he met Coke or with whom at the US Embassy he spoke.

US authorities claim that Coke is leader of the notorious Shower Posse and is wanted in that country to face charges of arms and drug trafficking.

The Americans have been pushing to have the 42-year-old son of former west Kingston don, Lester Lloyd Coke, alias 'Jim Brown', extradited for nearly one year, but were strongly opposed by the government of Prime Minister Bruce Golding.

Unofficial mediator

Miller was one of the unofficial mediators - before and in the aftermath - in the *lo**y conflict in west Kingston late May. Security forces stormed Tivoli Gardens on May 24 in search of Coke, an assault that resulted in the deaths of more than 70 civilians and one soldier.

The minister was instrumental in getting Coke's brother, Leighton (also known as 'Livity'), and sister Sandra to turn themselves in to the police for questioning. Miller said Coke has faith in him.

"He trusts me. It's no different from the others. I have carried in a number of people in the last couple of weeks," he said.

Al Miller established a national profile during the late 1990s as the rootsy spiritual leader of the Reggae Boyz football team which qualified for the 1998 World Cup in France. He also endeared himself to the dancehall crowd, officiating at the August 2006 wedding ceremony of deejay Beenie Man.

Yesterday, he said he was not concerned that his link with one of the region's most dangerous fugitives might cause his reputation irreparable damage.

"They can say anything. It's what is facts, truth and what is right that matters," he said.

America Movil (AMX) Claro Jamaica's Mexican parent said that its subscriber base in Jamaica jumped 25 per cent in the first quarter of 2010, or by 100,000 to 500,000.

"Oceanic Digital Jamaica Limited, or "Oceanic," provides wireless and value added services throughout Jamaica, with 0.5 million wireless subscribers as of March 31, 2010," said a filing by AMX to the US Securities and Exchange Commission (SEC). In March, the Mexican firm had declared its Jamaican operation had 0.4 million subscribers at the end of December 2009.

LIME claimed 700,000 subscribers at the end of 2009 while Digicel claims two million.

AMX declared the subscriber base in its notification to the SEC on plans to raise euro1.75 billion and £650 million through the issue of debt instruments.

Operating revenue for Claro's Caribbean operation (Jamaica and Puerto Rico) climbed from 12.9 billion Mexican pesos in 2008 to $14.8 billion pesos ($105 billion) in 2009 while operating income fell from $1.6 billion pesos to $361,000 pesos last year, or a 78 per cent decline.

But wireless services only accounted for 36.4 per cent of its operating revenue in 2009, which means that from the 1.23 million wireless subscribers across the two countries brought in $5.4 billion pesos ($38.6 billion) in revenue .

AMX said that the average revenue per user (ARPU) decreased by one per cent in 2009 -- calculated both in terms of Mexican pesos and in local currencies -- but, even while Claro Jamaica realigned its call rates in an aggressive drive to grap market share, it was "the reduction in prices of voice services, principally in Puerto Rico", where that operations includes over 700,000 fixed line subscribers and 200,000 broadband subscribers, was the primary reason for the decline in average revenue.

AMX said that it "expects the acquisition of Oceanic Digital Jamaica Limited (operating as Claro in Jamaica) to contribute to its the strategy of becoming the leading wireless communication provider in Latin America".

As of December 31, 2009, AMX had 201 million wireless subscribers in 18 countries,

GOVERNMENT last night used its parliamentary majority to push through the six anti-crime Bills which have been on the table since 2008, with support from the Opposition on only one of the measures.

The Bills -- an act to amend the Bail Act; and an act to make interim provision extending the powers of arrest and detention under Sections 50B and 50F of the Constabulary Force Act; an act to further amend the Firearms Act; an act to amend the Offences Against the Person Act; an act to amend the Parole Act; and an act to make interim provision in relation to the grant of bail in specified circumstances -- had been in limbo because of differences in opinion over several provisions between the Government and Opposition.

The Opposition, while in support of Government's efforts to unseat criminals at every level, has consistently warned that speedily passing the six bills into law without fundamental changes would be a costly mistake.

Concerns were centred mainly around the mandatory sentencing provisions under the Firearms Act and provisions to extend the Powers of Arrest and Detention under the Constabulary Force Act, restrictions on the granting of bail under the Bail Act, as well as the provisions for bail to be granted under specified circumstances.

Last night, the Government relented on the concerns under the Bail Act as it related to the absolute prohibition of bail for 60 days for a wide variety of offences which had been proposed prior; but held its grounds on the others but for several minor amendments, instead of the fundamental changes sought by the Opposition.

When the debate ended shortly after nine last night, the Opposition remained unswayed and maintained that while the "improvements were acknowledged", only one Bill of the six would receive its support.

The Bills, which were taken individually, were in the end passed 10 to 28 votes in favour of the Government.

One argument which the Government held to in the face of concerns that the 'draconian' measures would open the way to flagrant human rights violations was that the interim Act making provision for the grant of bail in specified circumstances, and the provision extending the powers of arrest and detention under the Constabulary Force Act would only be in effect for one year after being passed into law as they were specifically crafted to help assist efforts to bring the current crime wave under reasonable control.

The Government had expressed an intent to have the provisions passed into law before Parliament's summer break in July.

REV Al Miller rarely misses the Tuesday night meeting of his congregation. But last night he was absent following the announcement that he was wanted by the police for questioning after members of the security forces intercepted the car he was driving in the company of fugitive Christopher 'Dudus' Coke aboard.

But not even the possibility that their spiritual leader might be arrested could dampen the praise from the scores of faithful members who showed up to offer prayer and praise for their beloved pastor.

Dubbed as a nation builder, Miller has often come under flak for his controversial statements and actions, but nothing seemed to surpass yesterday's episode in which the firebrand pastor was found in the company of Jamaica's most wanted man.

Launching into choruses that reflect the greatness of God, the congregation offered up prayers of protection and comfort for Miller and his family.

A message delivered to the congregation from Miller, via his nephew Jerrold Johnson, urged members not to "worry or fret" about the current situation.

"There is the possibility that he could be arrested and pastor wants you to know this," Johnson told the congregation.

But according to Johnson, no one could have orchestrated yesterday's happening the way God had.

"From a personal standpoint you might not have agreed with what he did but you will have to work through your convictions," he told the congregation.

He reminded them that they must be prepared to hear various comments about their pastor when they return to work today, but urged them not to be disheartened as God is working things out.

Elder Fitzroy Lewis urged the congregation to hold fast to the scriptures, despite the many questions they may have.

"God shows us the plan of the enemy, but he is about to confuse what the enemy is trying to do," he said.

He added that this is a wonderful time to give God thanks despite the turbulence, as the church broke out into much jubilation.

But although many engaged in praise, the anxious looks on the faces of other congregants could not be hidden.

"We won't allow the enemy to distract us from giving thanks in all things," Lewis encouraged them.

But Miller, up until Observer press time last night, had not turned himself over to the police for questioning.

Earlier in the day, Miller told the Observer that Coke was on his way to voluntarily give himself up to the United States officials.

"He was willing to commit to due process and prepare to waive his extradition rights and go with the process straight to the United States," Miller told the Observer.

He explained that he agreed to take Coke to United States officials at the US Embassy after he made contact with him earlier in the day.

And that was just what he was doing when the vehicle he was driving was intercepted by the police Along the Mandela Highway which connects St Catherine and the capital city of Kingston. Coke was taken into custody and the police informed Miller that he was free to go.

But less than two hours later, the police issued an advisory for Miller to turn himself in even as police commissioner Owen Ellington questioned why he was allowed to leave the scene in the first place.

A state of public emergency is slated to begin in the parish of St. Catherine at midnight and will last for 30 days.

Jamaica Prime Minister Bruce Golding made the announcement in Parliament a short while ago.

In the meantime Golding is at this hour moving a resolution to extend the state of emergency that was imposed on May 23 in Kingston and St. Andrew to July 22.

Golding brought the motion to Parliament a day before the measure was scheduled to expire.

Parliament is expected to debate the resolution.

The month long limited state of emergency in Kingston and St Andrew was imposed on May 23 to help the security forces in their effort to nab fugitive, Christopher Dudus Coke who is wanted in the US for drugs and gun offences.

Yesterday, Cabinet approved the extension, but its not yet known for how long it will last.

There are early indications that many Jamaicans would embrace an extension of the measures and a continuation of military operations not only in Kingston and St Andrew but other crime hotbeds.

There have been ongoing discussions on whether the state of the emergency should be expanded to other areas.

Rouen - Nicolas Cocaign, 39,  went on trial on Monday for allegedly killing his prison cellmate and then slicing open his chest to remove and intend to fry up the man's heart with onions on a makeshift grill and devouring it. - but mistakenly eating his lung.

He appeared in court in the northern city of Rouen for killing Thierry Baudry in January 2007.

Cocaign then allegedly sliced open Baudry's chest with a razor blade, removed a rib and pulled out an organ which he believed was the man's heart, but which in fact was a lung.

He is accused of eating part of the lung raw and then frying the rest of it with some onions on a makeshift cooker in the cell in the Rouen prison.

"I wanted to take his soul," Cocaign, who at the time of the crime was in custody awaiting trial for attempted armed robbery, allegedly told an investigating judge probing the case.

What started as a fight between the two men in the cell ended up with Cocaign pummeling his 41-year-old victim with his fists, then suffocating him with a garbage bag and slashing his chest open with a pair of scissors.

"[I was] curious to see what he tasted like," Cocaign told investigators.

Cocaign then broke one of Baudry's ribs and removed his lung, mistaking it for the heart, eating part of it raw before frying up another morsel.

A third cellmate, David Lagrue, witnessed the attack and was so horrified that it is believed to have been the motivation for his November 2009 suicide in another prison, the Daily Mail reported.

Not surprisingly, Cocaign's attorney, Fabien Picchiottino, is pushing for an insanity defense.

"My client should not be in prison, he should be in a mental institution," Picchiottino told the court. "The prison authorities must share the blame for not spotting his fragile mental condition."

A verdict is expected on Thursday

Aweek after the release of Romain Virgo's self-entitled debut album, the young singer has landed at the number 14 position on the Reggae Billboard charts.

This, coupled with interviews, performances and the launch partyfor his album, scheduled to take place tonightat the Knutsford Court Hotel. St Andrew,has left the singer extremely busy.

In reference to the 15-track album hitting the US charts,Romain says, "It has been a long journey getting to this point but I'm really happy so far; I can't complain. All the producers of the songs like Donovan Germain, Shane Brown, and Omar and Dawin Brown from the Vikings labelall put in a lot of work because we wanted it to be a successful album with great songs the fans would enjoy. So I'm happy people appreciate the album."

The journey Romain refers to, is coming to the fore asthe winner of a musical reality show - a fate which has shackled many-a-winner.

WITH wanted fugitive Christopher 'Dudus' Coke now in custody, the Police High Command has again raised the threat level from criminal violence against the Jamaica Constabulary Force (JCF) to extremely high, meaning that attacks are expected imminently.

"This upgrading of the threat level is based on intelligence suggesting that detained and displaced criminals as well as other criminals are planning attacks on security personnel and assets," said a release from the police.

All personnel are urged to take the threat seriously and to raise their level of awareness both on and off duty.

A curfew has been imposed in sections of the Corporate Area.

The boundaries of the curfew, which started at 4:00 pm today, are as follows:

North - Along Spanish Town Road between Sandy Gully and Chesterfield Drive.

South - Along the sea coast from Sandy Gully to imaginary line from Chester Drive.

East - Along Chesterfield Drive from Spanish Town Road to the sea using an imaginary line.

West - Along the eastern bank of Sandy Gully between Spanish Town Road and the sea coast.

The curfew will remain in place until 4:00 pm Thursday.

During the hours of the curfew, all persons within its boundaries are required to remain within their premises unless otherwise authorised in writing by the  member of the security forces who is in charge of enforcing the curfew.

THE police high command is asking the Reverend Al Miller to immediately turn himself in at any police station.

Miller is being asked to come in with his lawyer for questioning, as he is a major person of interest on a matter currently being investigated by the police.

The fugitive was handed over to police by Reverend Al Miller and is prepared to commit himself to due process and waive his right to an extradition hearing.

Miller confirmed on a radio programme a few minutes ago that he had been transporting Dudus to the United States Embassy, when the car was stopped by a police spot check team.

The police recognised the fugitive, who was being transported to Kingston from out of town.

Meanwhile, the police station has been ringed by soldiers who have taken up strategic positions. Curious onlookers have begun gathering outside the police station.

Coke is wanted by the United States on gun and drug trafficking charges.

A $5 million dollar reward was recently placed for information leading to his arrest.

Despite the presence of police officers, a man was stabbed over the weekend as he attempted to make a report at a police station in the St Andrew South division, THE STAR has heard.

According to witnesses and police sources from the division, the incident occurred on Saturday evening following a car accident involving two vehicles which collided close to the police station.

One of the drivers involved in the collision allegedly went inside the station to report the incident and was attacked by the other motorist who stormed in with a knife.

It is not clear what happened to the injured man or the alleged attacker afterwards.

Efforts to get an official comment were unsuccessful. When the station was contacted on Sunday evening, personnel there said there were no such reports.

Last evening, however, a constable who answered the telephone said he had heard of the incident but directed all questions to the investigating officer who he claimed was out of office.

Also, a source from the Constabulary Communication Network admitted he too had heard of the incident but, upon trying to get the details, was told that no such reports could be found in the station diary.

When the head of the division was contacted, he also said he was not aware of the incident.

Nevertheless, one 26-year-old woman who lives close to the station and who claimed to witness the attack, said, "Is a bus mi a wait pon eno, and mi see when di man run go een a di station wid di knife and stab di next man ... A wah police fah then?" she said.

Those comments were after a police source contacted THE STAR and told of hearing about the incident but explained he was off-duty and could not provide the exact details.

It's not very often that a pastor advertises his services. But this is exactly what 37-year-old Shawn Pennant is doing.

The ordained minister, who completed his training in 2004, is now seeking a church to lead. The Westmoreland-based man of God, placed a text in THE STAR's textmania column, making public his search for a flock to lead.

The pastor told THE STAR that he was called by God to be a part of his ministry and said, if given a chance, he is sure he will make a difference and impact on the lives of those he leads. He also said his church would be a different one, as he would not place too much emphasis on offerings or tithes.

He said, "If there is any church out there that needs a pastor, I'm available. I will go just about anywhere and I want to lead persons who are genuinely hungry for leadership."

The pastor told THE STAR that though he currently attends an Adventist church, he is willing to lead any church, whether worship is done on a Saturday or Sunday. He said he is unable to pastor an Adventist church because he did not study at their institutions, but rather at the Faith Apostolic Bible School.

He said, "I have my own ideas. I know God called me and I want to be an effective leader." The 37-year-old said he once spread the word of God on buses, but said he is now ready to have a flock of his own. " I just need somewhere to start to make a difference. I'm just looking to take my pastoral role to a different level," he said. He explained that he would start a church of his own, but said he does not have a building within which to house such a church.

With regards to his stance on tithes and offerings, he said, "I am not into the tithes and offering business. When a man can lie down with another man, and just pay his tithes and offering and pastor don't see him, I am not into that. If you are not right, I don't want your tithes and offering."

The pastor said he hopes that a congregation will soon contact him as he is very eager to share his leadership. He said, "I know for sure that I can and I'm gonna make a difference."

With the ATI weekend in Negril just over a month away, the Appleton team has begun construction on the road to the eagerly anticipated yearly event.

For the next five weeks, Appleton Sands will be staged at the newly developed Coruba Beach on Port Henderson Road, joining Extatic Fridays as an official ATI lead-up event.

Drafting up some of the hypest young deejays around as well as the established ones, including resident Dj Karyzma along with DJ Pappizzle and DJ Shine.

The first week of the drink-inclusive event got off to a good start on Sunday, as most persons in attendance came out early and got their 'party on' and partied hard with the 2 a.m. lock-off time in mind.

The venue was a good look, it offered the deejays a chance to interact with the crowd more as they were stationed in a skybox, overlooking the entire venue.

Dj Karyzma was on turntable duties alongside J.R., who warmed the feet of patrons with Kartel's Clarkes and Mavado's House Top.

Persons found comfort in the 'Sands' as they got off Rhyno's Bike Back and began to tease in Slow Motion at Kartel's request.

Dj Pappizzle's hip-hop session was fully enjoyed by the now growing crowd. Selections from Eminem, Nicky Minaj and Rihanna paved the way for Jay-Z and Alicia Keys to talk a little about their Empire State Of Mind.

The duo of J.R. and Pappizzle got a huge 'forward' for Nikki Minaj's Your Love and Ushers Daddy's Home - his techno remixes spoke volumes of his versatility with the wheels of steel.

Promoter Warren Howell of the Penny Section was pleased with how the first night went and said he is optimistic that in the weeks to come, the crowd will be even larger than the opening night.

"Leading up to the event, the buzz surrounding the event was great, so along with the Absolut team we (Penny Section) moving full speed ahead," he said.

Adding: "I am pleased with the opening and looking for it to grow over the duration of weeks before Negril."

Singer Bar-Bee hopes to make waves for the summer with a collaboration with rapper, songwriter and model Trina for the playful song 'Come See Bout Me'.

The song was recorded recently in Miami as Bar-Bee tells THE STAR, "I just wanted to do something fun and playful for the summer. I was in studio in Miami and met up with her (Trina) and we just had fun on the track. It's something the ladies can dance to."

Bar-Bee describes the song as a mix of reggae and hip hop incorporating the musical vibe of both artistes.

Trina is known for songs such as Here We Go featuring Kelly Rowland, among others.

"It was real cool, Trina is a really humble, really sweet person. She's been in the business for like ten years so it was good working with her, I wrote my part and she did her part" Bar-Bee added.

The video for the collaboration, Bar-Bee says, will be shot in Los Angeles soon but the artiste didn't want to give any details as to who will be directing it. The song will be available on iTunes in early July and will also be featured on Bar-Bee's upcoming debut album.

The singer was recently in Jamaica for the shooting of Sean Kingston and rapper Nicki Minaj's video for the song Letting Go (Dutty Love). She said, "I was called by Sean Kingston's mother to be a part of the video so I came down for that and it was real nice. I can't give out the details of my part in the video though. Sean Kingston is always showing love for Jamaica."

The video was shot in Ocho Rios on Sunday and should also feature cameo appearances from Shaggy, Ding Dong, Voicemail's Craig Jackson, Wayne Marshall, Leftside among others.

As for Come See Bout Me, Bar-Bee feels the song has a lot of potential saying, "I think it has that vibe to play everywhere and I'm liking the response to it so far. I'm also working on other singles and stuff for my album."

Digicel Jamaica, a main sponsor of Reggae Sumfest since 2001, has partnered with the talented and versatile international producer Demarco to create a hot, new rhythm that will be the catalyst behind the company's Sumfest campaign this year.

"So far, the rhythm features nine of dancehall's hottest acts including Tifa, Liquid, I-Octane, Bugle and D'Angel," shared Shelly-Ann Curran, senior sponsorship manager at Digicel.

Speaking to Demarco on the inspiration behind the production of this rhythm, he commented: "I actually got a call from Digicel saying they're looking for something edgy, something with a party vibe that will excite and entertain Jamaica. So the rhythm was created with all of that in mind, plus ensuring that it represented Digicel's innovative spirit."

Demarco also made note of the kind of artistes that are featured on the production, saying that "they are recognised as being among some of the most futuristic artistes that represent the next generation in Jamaican music. Overall it's a good project".

In the meantime, Digicel was still mum on what their Sumfest campaign for 2010 entailed. "We'll be unveiling the entire campaign at the Sumfest media launch, but it's going be an exciting summer with Digicel," Curran said.

Sugarman's Beach Club in Portmore was filled for another staging of Heineken Igloo on Sunday.

There was traffic to get to the venue, lines at the gate and very little space to stand inside the venue. Despite this, patrons still found space to put their igloos filled with liquor and ice.

When THE STAR arrived, patrons were already partying up a storm.

There was somewhat of a World Cup segment with patrons shouting for their favourite teams, but it was Brazil that got the loudest cheer!

And although not in South Africa, the selector promised to bring the continent to Jamaica with K'Naan's Waving Flag, which is the official World Cup song. Joining in on the spirit, patrons waved their hands like flags.

Afterwards, Jah Vinci took the microphone and said his bit. Then the selector played his song Watch Your Friends.

Shortly after, patrons were spun into a soca frenzy, as the selector played Roll It Gal and Push Bumpa that were met with intense gyrating. RDX's Bend Ova was played and the females did just that.

As Popcaan's Up Inna Di Club was played, there was no end to the liquor throwing. And although patrons were told to refrain from doing so, they continued. As a result, the selector stopped playing the song but that was to no avail as the liquor throwing restarted when he played Demarco's True Friends.

Veteran selector Sky Juice took to the turntables for a short while giving patrons a taste of songs like Romain Virgo's Caan Sleep and Dennis Brown's Here I Come.

After he departed, the dancing continued with songs like Drake's Find Your Love, Gyptian's Hold Yuh and Richie Loop's In My Cup.

And just as difficult as it was to get inside the venue, it was the same to get out, as there was a mad rush and heavy traffic as patrons left the venue after 10 p.m.
