LONDON (AP):

Britain's sports minister offered yesterday to try and help resolve the tax issues that have caused Olympic champion Usain Bolt to withdraw from next month's Crystal Palace Diamond League meeting.

Bolt announced on Monday he would not be competing at the August 13-14 event because his earnings in London would be greatly diminish after taxes.

"I will see what I can do," Sports Minister Hugh Robertson told the BBC. "Three weeks doesn't give us awhole lot of time to organise a tax concession."

The British finance ministry has already exempted visiting football players from local tax laws to ensure the Champions League final can be staged at Wembley Stadium next year.

POLICE and soldiers have stepped up their search to nab criminals in several hot spots located in the Eastern St Andrew communities of Papine, Kintyre and August Town where a three-day curfew has been imposed.

Police said over 100 persons were apprehended during the first day of the curfew and today they would be taking their search to locations where they believe illegal weapons could be hidden.

The curfew, which began at four o'clock yesterday morning, will remain in effect until 4:00 am tomorrow.

So far on day two of the curfew, nothing illegal has been found, but officers will continue their search of the area, a cop on the ground said.

Cops also said the men who were apprehended yesterday were still being questioned.

The boundaries of the curfew are north along an imaginary line from Papine Square to the Kintyre community; south along an imaginary line along the foot of Long Hill Mountain, between the August Town Quarry and Princess Alice Drive; east along the Bedward Gardens Main Road between Kintyre and August Town Quarry and west along Hermitage Main Road, University Drive and Golding Avenue.

It also runs between Papine Square and Princess Alice Drive.

During the curfew, persons within its boundaries are required to remain within their premises unless otherwise authorised in writing by a member of the security forces, police said in a statement.

Dozens of persons have been detained in the Corporate Area since the imposition of a limited State of Emergency in May, which was extended until the end of July to include St Catherine.

Omar Levy of Greendale district, Manchester, Jamaica, who was wanted by the Christiana Police in a case of shooting with intent, was chopped to death by a mob at Bronty district, Christiana in the parish last night.

A policeman was also injured in the incident.

Reports are that about 7:55 p.m., police saw Levy in the area, but he managed to elude them.

Residents went in search of him and inflicted their own vigilante justice.

The police got wind that the man was being mobbed and went to the area.

While trying to rescue Levy, one of the police officers was injured.

Both the policeman and Levy were taken to the hospital where Levy succumbed to his injuries and the officer was treated and released.

Investigations continue.

More than 100 people were detained during a curfew imposed in St Andrew yesterday.

The curfew, which began about 4 a.m. and will end the same time tomorrow, included the searching of a number of premises and the detention of 121 persons who are to be processed.

Several residents complained about the unprofessional manner of some members of the security forces during the curfew.

One woman, a resident of August Town, said a policeman - part of the police team monitoring the curfew - was very unprofessional, indecent and ill-mannered. She said the policeman ordered the bus she was travelling in to stop, and after boarding the vehicle singled her out in a rather impolite manner.

She claimed that the officer addressed her saying "Hey you, come yah..weh your ID?" which she disliked as she was clearly dressed as a young professional. She said she replied politely and he later adopted to a more respectable attitude.

She also revealed that the No. 72 buses which usually terminate in Bedward Gardens, had their routes interrupted and passengers were required to disembark on Silvera Drive in August Town instead. This proved very inconvenient as passengers had to walk the rest of the way to their respective destinations.

Curfew boundaries:

North along an imaginary line from Papine Square to Kintyre.

South along an imaginary line along the foot of Long Hill Mountain between the August Town Quarry and Princess Alice Drive.

East Along the Bedward Gardens main road between Kintyre and August Town Quarry.

West along the Hermitage main road, University Drive and Golding Avenue between Papine Square and Princess Alice Drive.

A confrontation between four women in Rollington Town, Kingston last week, resulted in one of them having her throat slashed.

Dead is Kyvhette Dobson, 31, of Montaque Street, Rollington Town.

According to Detective Sergeant Conrad Granston of the East Kingston police, it is alleged that Dobson's throat was slashed by the spouse of one of the females involved in the fracas. He also revealed to THE STAR that investigations have revealed that the knife used to kill Dobson belongs to her.

"Our investigations revealed that the knife used to kill the woman belongs to her and that it fell from her bosom," said the detective.

Allegations are that the accused man dropped the knife and ran to the Rollington Town Police Station after the incident. He has been arrested since, however, he has not been charged.

Police reports indicate that about 11 p.m., last week Wednesday, Dobson and her mother went in search of a pair of twins she claimed assaulted her sister and son. It is alleged that the two women confronted the twins, one whom was in the company of her spouse.

A quarrel developed which escalated into an altercation. During the altercation, it is alleged that the accused used the knife to slash Dobson's throat

Daring gunmen chased teachers and robbed students as part of a daylight robbery at the the McIntosh Memorial Primary School in Williamsfield, Manchester, yesterday.

The group of gunmen also reportedly made off with an undetermined sum of money, laptop computers and other items.

Reports are that about 1:30 p.m., the armed men entered the school compound and went to a number of classrooms where teachers and students were engaging in summer-school activities.

THE STAR heard that two teachers who grabbed their handbags and tried to escape from the thieves were chased. It is said that the females had to drop their bags in order to prevent the men from continuing the chase.

Head of the Manchester police, Superintendent Lascelles Taylor, though noting he was not familiar with all the details, confirmed the incident.

"The men chased the teachers and they had to let go off their handbags while the men took them and escaped into bushes. The police were called but the men were not found," Taylor said.

This makes the second time in two months that the school has been robbed. A little over a month ago thieves broke into the canteen and stole more than $60,000 worth of food items.

THE Government of Jamaica yesterday remained mum over the latest claims by American law firm Manatt, Phelps & Phillips that the State paid it US$15,000 more for lobbying work on its behalf than was previously disclosed.

Manatt, Phelps & Phillips is the same law firm that Jamaica Labour Party (JLP) affiliates reportedly hired, after being given approval by Prime Minister Bruce Golding, to lobby the United States government on the extradition request for former West Kingston 'don' Christopher 'Dudus' Coke, which was made last August.




Prior to an admission by Golding in May this year that he had sanctioned the initiative, the Government had insisted that no arrangement was reached between itself and the firm. It, however, said that solicitor general Douglas Leys met with representatives of Manatt, Phelps & Phillips at the invitation of attorney-at-law Harold Brady but merely for "exploratory discussions" contrary to the firm said. It also said that any money which had changed hands was through a link between Brady and the firm.

But in a new Foreign Agents Registration Act (FARA) filing with the Justice Department, Manatt said it had got $15,000 more than the US$49,892.62 that was originally disclosed.

According to the 24-page supplemental filing dated June 30, the activities done under the firm's agreement with Jamaica involved consultations with Molly Warlow, director of the Justice Department's Office of International Affairs, about extradition matters.

Particularly, the filing states that Manatt lawyers met with Warlow on December 17, 2009, to thrash out "extradition treaty process requirements". The filing made no mention of Coke.

Like in previous FARA filings, Manatt maintains that it "represented the Government of Jamaica in the US regarding existing political and economic matters, including existing treaty agreements between Jamaica and the US", until its engagement was terminated on February 8.

When contacted yesterday, JLP general secretary Karl Samuda said that he was unaware of the firm's latest claims.

"I can't help you at all, I am on my way to China, I am not in a position to comment. I don't know anything about what you're talking about. Call somebody in the JLP, call Mr Brady," Samuda said.

Information Minister Daryl Vaz, in the meanwhile, said that he was at a community meeting in his constituency but promised to 'investigate' the matter on his return to Kingston.

Repeated calls to Deputy Prime Minister and Foreign Affairs Minister Dr Kenneth Baugh went unanswered as well as to the JLP's public relations chairman, Andrew Holness.

But the disclosure has forced People's National Party's Dr Peter Phillips, who was the first to bring the Government's involvement with the firm to the attention of the Parliament in March of this year, to reiterate his call for a commission of enquiry into the matter.

"With relation to Manatt, Phelps and Phillips and the other matters arising from the extradition of Mr Coke and the handling of that request, we need a properly appointed commission of enquiry. It is clear that the Government has not been telling the country all the facts. It is clear that we are still being treated to a cover-up of sorts," Dr Phillips told the Observer last night.

He said that the Opposition was not ruling out bringing a resolution to Parliament to cement this call.

"It is not going to be a matter that goes away. More facts and matters are going to come out. It is not a private matter that can just rest with Mr Golding in consideration of the fortunes of the JLP," he noted.

In addition he said that matters, such as whether "monies were still owed", the terms of reference given to Manatt, Phelps and Phillips and the involvement of Government officials were yet to be made clear.

"There is a lot to be answered and it can't be just treated with disdain by a contemptuous government," Dr Phillips said.

It is still unclear whether or not the additional US$15,000 had also been paid by contributors to the party as said by the prime minister in relation to the source of the payment of the previous US$49,000.

The matter of Manatt, Phelps & Phillips' involvement emerged, following attempts by the US government to have Coke extradited, and subsequent efforts by the Jamaican Government to delay the process, citing several reasons, among them the illegal gathering of information by US authorities in respect of the extradition request.

Coke was captured last month and flown to the US to face drug-trafficking and gun-related charges, after he waived his right to an extradition hearing in Jamaica. He is being kept in a New York detention centre, pending trial.

If he is convicted of the charges, Coke could spend the rest of his life in prison.

Manatt strikes again

THE MANATT, Phelps & Phillips saga has been brought back to life with news surfacing yesterday, by way of United States publication AM Law Daily, that the law firm was paid an additional US$15,000 by local attorney-at-law Harold Brady on March 19 this year.
The money was reportedly disbursed a month after Manatt claimed it had severed ties with the Jamaican Government.
The latest development has strengthened the resolve of the Opposition People's National Party (PNP) that nothing less than a commission of enquiry can unearth the facts in the Manatt maze.
"If we are to bring closure to this question, and if we are to be able to chart an effective path to a different set of governance structures with different levels of accountability, and if we are to revive public trust, then the Government cannot do anything less than appoint a full commission of enquiry," declared Dr Peter Phillips, chairman of the PNP's communication commission.
Face the reality
Phillips told The Gleaner yesterday that the Opposition would continue to press for an effective response from the Government.
"The Government just needs to simply face the reality that there is going to be a continuing insistence by not only the Opposition, but by many other civic organisations who are going to be insisting that closure be brought to this issue," he said.
When contacted for a response, Information Minister Daryl Vaz said he was in a meeting. Subsequent calls to his cellphone went to voice mail.
According to the AM Law Daily, in a new Foreign Agents Regis-tration Act (FARA) filing with the US Justice Department, Manatt, Phelps & Phillips reported that it got US$15,000 more for lobbying work done on behalf of the Government of Jamaica.
AM Law Daily reported that, in a 24-page supplemental filing dated June 30, 2010, the activities performed under the firm's agreement with Jamaica included discussions with Molly Warlow, director of the Justice Department's Office of International Affairs, about extradition issues.
Manatt lawyers met with Warlow on December 17, 2009 to discuss "extradition treaty process requirements", the filing stated.
The US law firm continues to distance itself from claims that it was hired by the Jamaica Labour Party (JLP) to lobby US government officials on the Christopher 'Dudus' Coke extradition dispute.
"It's important to note that the reason the filing has no mention of anything done for Christopher Coke is that Manatt did not represent Mr Coke, and we were not retained to lobby the US government in connection with the Coke matter," wrote Manatt spokesman, Lawrence Martinez, in an email response to the AM Law Daily.
In May, under pressure from civil society and sector groups to resign as a result of his handling of the Manatt and Dudus extradition issues, a seemingly remorseful Prime Minister Bruce Golding apologised to Jamaicans for how the "entire affair" was dealt with.
Coke has since been extradited to the US, after *lo**y gun battles that left more that 70 people dead.
Golding, who is leader of the JLP had also conceded that he should have divulged his party's initiative to engage the services of Manatt, when he denied in Parliament that the Government had engaged the US law firm.
In September last year, the JLP paid Manatt US$50,000 for its lobbying effort.
Manatt's initial FARA filing suggested that its contract with the Jamaican Government attracted a sum of US$400,000 over a one-year period.
However, Golding has repeatedly shot down claims that Manatt was hired by the Jamaican Government.

A man has found himself in trouble with the law after he was allegedly tricked into receiving oral sex from a cross-dressing man pretending to be a sexy 'browning' driving an expensive car.

The man is now behind bars after he was accused of destroying the cross-dresser's Lexus motor car when he made the huge discovery midway the sexual act. He has been charged with malicious destruction of property.

Reports are that in the wee hours of Sunday morning, the accused saw the Lexus car cruising along a road in Portmore, St Catherine. It is said that the man at the time thought the car was being driven by a sexy 'browning' with long hair.

He is said to have called out to the person and the vehicle stopped. The accused is said to have started a conversation with the driver and used his charm to gain an advantage.

He is said to have been invited into the vehicle and while in there was able to influence 'the browning' to perform oral sex on him. During the act, it is said that the man became suspicious when he noticed that the person had no breasts, after feeling for them.

He allegedly realised his error when the browning's wig came off in his hand. The angry man is said to have jumped from the vehicle and started to throw missiles at it.

A police patrol that was nearby is said to have arrived on the scene and the accused man was taken into custody at the Portmore Police Station. The accused is expected to appear in court next week.

THE Jamaica Defence Force (JDF) has extended its call-out for members of the Jamaica National Reserve.

The extended call-out period will be from July 22 to August 18, and the JDF said this is to facilitate the continued support of the police/military operations in sections of the island.

The JDF wishes to thank all employers and the local business community whose understanding and sacrifice have helped us to remove over 14,500 rounds of ammunition and over 88 illegal weapons from the hands of criminals, the JDF said. Although there is still much more to be done, this mutually beneficial partnership between the JDF and the business community will help us to continue our efforts to reduce crime and violence and create a safer, more secure Jamaica.

Residents of Fort William in Westmoreland, and indeed the greater Savanna-la-Mar area in Westmoreland, have been consumed with a tale that is so shocking, not many can wrap their minds around it.

A resident of the community died at hospital on Wednesday night and since then the community has been convinced that she died because of supernatural forces. They claim that she died a few days after two live frogs, a slug and a clump of Indian hair were said to have been expelled from her body.

One resident and a close friend of the deceased, who is commonly referred to as Angella, told THE WEEKEND STAR that the woman, who is a known diabetic and had been to doctors, fell ill about two weeks ago and complained of stomach cramps. She said last Sunday, the woman sought intervention from the members of a 'poco' church.

"She go di church and asked dem fi pray fi her. But yu see because dem church people deh know tings, dem look pan her an tell her seh she dead already. Dem tell har say she have nine day fi live, so dem cyaan help her again, but dem give her a bath," she said.

The resident said the church members squeezed the side of the woman and a clump of Indian hair was expelled from her body. The resident also described what has captured the conversations of a number of Savanna-la-Mar residents. She said: "Di next day, dem go her house fi give her a next bath and when dem go, dem squeeze out her belly again and a big bullfrog come out. Afta dat, dem seh a next one inside a har, an dem squeeze one more time and a smaller frog plus a slug come outta har."

The animals were said to have come out of the woman's vagina.

Convinced that an evil spell had been cast on the woman, the residents and church members kept the frogs in a paint bucket at the home. The resident with whom THE WEEKEND STAR spoke said she saw the frogs. "Yes man, a real ting. Mi see di frog dem. Belief kill and belief cure and mi believe."

THE WEEKEND STAR was told that after the expulsion of the reptiles, the woman's health improved, but deteriorated again on Wednesday morning. She was taken to the Savanna-la-Mar Hospital where she died on Wednesday night.

Residents told THE WEEKEND STAR that it is common belief that persons known to the woman, had set evil spirits on her. "Some evil did deh pan har 'cause as it come out so, she feel better, but it look like it did just too late."

They said: "A di talk dung ya, man. Everywhe yu go a it. If yu go a yu neighbour, a it. If yu tek taxi, a it."

Police officers from the Savanna-la-Mar Police Station said they had not been informed of the matter.

"Yes man, a real ting. Mi see di frog dem. Belief kill and belief cure and mi believe."

Twenty-nine-year-old Kenneth Parchment* is now homeless, after he was beaten and chased from his community because rumours were being circulated that he is gay.

The man, who shared a house with his sister and her children in St Catherine, has been living on the streets for more than a month, unable to find somewhere else to go.

"Di man dem from di community attack mi and sey mi must leave and don't come back because dem sey mi gay" said Parchment.

Parchment's sister told THE WEEKEND STAR that she worries about him day and night and has been unable to contact him regularly since he left the house. She said her brother has been beaten by the men on several occasions and they are planning to kill him if he comes back.

"Mi tell him to stay away and don't travel on the street late at nights because dem a plan fi kill him" said the worried woman.

Residents from the community also shared the same story indicating that Parchment was chased from the area by men who believed he was gay.

"Because him dress neat and go weh and come back a night time, and because im nuh mix up, mix up wid di man dem from di area, dem have it sey him gay ... None a dem neva si him wid nuh man a do nuthing suh dem cyaan sey him gay, sometime mi affi beg dem fi nuh beat im," said Sookie.

Sookie among others, told THE WEEKEND STAR that Parchment has been badly beaten by men including his 16-year-old nephew.

"Please sir, do anything yuh can duh fi help him. Please help him cause he is a nice person," said another resident, Jadewho was almost in tears as she related the story.

"Di yute dem nuh stop beat him with board, stone and baton, dem all *lo** him up, di way dem beat him up ... all him likkle nephew weh a knock head wid di man dem from di area a beat him," she lamented.

Sally, another resident told THE WEEKEND STAR that "di man dem tell him sister sey dem nuh want him round here" resulting in his departure.

Parchment who spent his youth at a shelter told THE WEEKEND STAR that he does not have an educational background neither does he possess a skill or trade.

Despite lacking these necessary requirements, Parchment indicated that he is seeking the public's assistance in acquiring a job or anything that can aid in his development.

The son of a police sergeant is now in hospital under police guard after he was reportedly shot and injured and an illegal firearm allegedly taken from him during a police operation in St Ann yesterday.

Reports are that about 10:00 a.m., a police team was scheduled to carry out an operation in the Mansfield Heights community of the parish.

It is said that as the team approached the community better known as 'Faulklands' and a man pulled a gun and aimed at them.

The police reportedly took evasive action and opened fire, hitting the man, who, following investigations was found to be the son of a sergeant attached to the Trelawny police.

The weapon was seized and the man taken to hospital.

His name is being withheld pending further investigations.

COMMISSIONER of Corrections, Lieutenant Colonel Sean Prendergast has confirmed that cell phones have been discovered in the vaginas of inmates at the Fort Augusta Adult Correctional Facility.

Following a sweep of the all-female prison recently, five cellular phones, including high-end camera phones, were reportedly found hidden in inmates body cavities. According to a source inside the facility, the inserted phones had been wrapped in tissue and tied in plastic.

A number of inmates have expressed their anger and have called into question the legality of correctional officers performing cavity searches.

It is not right for officers to feel for cell phones! one angry inmate said in an interview. You are suppose to strip, stoop and cough, but they are not suppose to touch you. So how come they pushing they hand up inside of you?

But Prendergast has denied that the cavity searches were performed and that the phones removed by correctional officers.

Of course correctional officers are allowed to touch the inmates, he said. However, they are not allowed to do body cavity searches.

He explained that in an effort to intensify search of the facility, hand-held metal detectors were brought in and the devices discovered.

We had a case where a number of the females were found to be hiding cell phones in certain body cavities. Now how did this come to our attention? We brought in hand-held metal detectors and obviously if the metal detector goes off and they have on flimsy clothing then something must be hidden where the eyes cant see it. Once the discovery was made, a number of the inmates decided to take the items out themselves. But there were a few who refused to take the items out and so we got a vehicle with the intention of taking them to the KPH to have a doctor conduct the searches for us. Certainly not our staff, but a doctor at the KPH, he explained.

The political future of the businessman featured in suggestive sexual liaisons with another male in video clips released recently, has apparently crashed.

THE WEEKEND STAR understands that the well-dressed businessman was dallying with politics and was in fact being groomed by a political party to run in an upscale constituency in the Corporate Area.

A party insider told THE WEEKEND STAR that the businessman had found favour with members of the political organisation as he had the right image.

But since news broke of the video clips which show him in a sexual act with a 'talkative' male, prominent party members have been saying "not in my party".

"Now, no one wants to touch him with a long pole," declared the politician. "His political future is about as dead as a doornail," the insider said.

It's understood that the businessman has also lost a lot of business since the allegations started to spread like wildfire.

When contacted by THE WEEKEND STAR a member of the party secretariat said: "He is a 'wannabe'. He merely expressed an interest in running on a party ticket, but he was never officially selected to run on the party ticket."

He further said: "He was never endorsed by the system that has been put in place to select candidates."

Other party members told THE WEEKEND STAR that they have not seen the businessman since different accounts of the alleged affair began to circulate in the public domain.

"But no one is waiting to hear his side, he is now tainted, a member said.

The businessman, who is believed to be overseas, has been vehemently denying existence of the alleged affair.

A man accused of showing his female co-worker his penis and attempting to get her to rub it while they were at a businessplace in New Kingston has been hauled before the court.

The man, Andrew Murray, had to answer to assault charge when he appeared before the Corporate Area Resident Magistrate's Court on Monday. He pleaded not guilty to assault.

The court was informed that on June 19, at 4:30 p.m., Murray was at work on Dumfries Road in the New Kingston area when it is alleged that he went to the work station of his female co-worker.

It is alleged that he took out his penis and pointed it at the woman. Further allegations are that he also said to her, "Rain a fall, mi horny. Rub it fi mi fi two minutes, please."

Following the incident, the complainant made a report to the police and Murray was arrested and charged.

On Monday when he appeared in court, Murray had his bail extended and is expected to return to court on July 26. He also had to submit his finger-prints to the police
Maradona's doctor said Monday the Argentina coach was doing well and had not slipped back into using drugs and alcohol since his team was eliminated from the World Cup with a 4-0 loss to Germany in the quarterfinals.

Dr. Alfredo Cahe said in a radio interview that Maradona was mulling over his choices. Cahe was critical of rumors spreading that the 49-year-old coach, who recently said he has been clean for six years, was severely depressed and using drugs and alcohol again.

"He's a bit down, logically," Cahe said. "But he's not deeply depressed. Nothing like what they (the media) are saying here, that he has slipped back into his addictions. What a thing to say."

Maradona has been holed up at his home in suburban Buenos Aires following the loss to Germany on July 3. He has not said if he will continue as coach.

"As he (Maradona) says, it was a strange game," Cahe said. "I thought I was going to find him in much worse shape, but no. I see him being reflective. He's not resigned to the loss, but angry because the victory escaped him."

The Argentine Football Association has said he can continue if he wants, with Argentina the host nation for next year's Copa America.

Cahe gave no hint about Maradona's plans.

"Diego is going to give us more happiness," Cahe said. "He is thinking about his future in football."

Regarded as the best player of his generation, Maradona has been lambasted at home for his inability to get the most out of a team featuring some of the world's top players like Lionel Messi (Barcelona) and Carlos Tevez (Manchester City).

Carles Puyol and Gerard Pique forced Cesc Fabregas to briefly wear a Barcelona shirt during Spain's World Cup victory celebrations in Madrid.

The Barcelona defenders grabbed the Arsenal midfielder, who is eager to move to the Nou Camp, and managed to pull the shirt over his head as the team stood on stage in front of a huge gathering of supporters.

Spain were received as national heroes as approximately a million fans came out to welcome home Vicente Del Bosque's team, following their 1-0 win over Holland in the Johannesburg final.

They met King Juan Carlos and Prime Minister Jose Luis Rodriguez Zapatero, and took an open-top bus ride through the streets of the Spanish capital.

Coach Del Bosque said at a brief presentation: "This cup, this triumph is for all of you, and for the whole Spanish football factory."

Real Madrid defender Sergio Ramos and Liverpool goalkeeper Jose Reina were at the centre of the players' celebrations on the team bus as the parade inched its way down Madrid's Gran Via.

Supporters passed the time by championing the team's World Cup final goal hero Andres Iniesta, chanting in Spanish: "Thanks to Iniesta, Spain is in fiesta."

As the players finally arrived at the last stop of their circuit around central Madrid, they were greeted by a huge sea of celebrating fans.

Once the whole 23-man squad plus the coaching and backroom staff made their way onto the stage, various members of the party spoke to the assembled supporters.

Captain Iker Casillas, the Real Madrid goalkeeper, said: "I don't know what to say, only that I'm delighted to be here with you. We (the players) have achieved the dream that we've all had since we were small."

Coach Del Bosque added: "It's not only winning but how you win, and that's what these players have done, they are an example to all. Thanks for all the support you've sent to us in South Africa, you are also world champions."

Iniesta, holding a toy octopus in reference to Paul, the sea creature based in a German aquarium made famous for correctly predicting winning teams during the World Cup - including Spain in the final - joked: "Thanks to the octopus we are champions. I only want to say that you should be proud of this group. They're the best. I'm very proud to be part of them."

CESC FABREGAS dedicated his World Cup winner's medal to Arsenal.

The Gunners skipper hit the killer pass for Andres Iniesta to net Spain's goal in the 1-0 final victory over Holland.

He said: "This is for the Arsenal players, the Arsenal fans, the manager Arsene Wenger and all the staff.

"I am really proud to have been an Arsenal player.

"It is for all of them. They deserve it and they have a world champion at the club.

"I am an Arsenal player and I am really proud to be able to give this trophy to all the fans."

Fabregas revealed boss Wenger texted him just after the final to congratulate him on Spain's historic achievement.

He added: "I have had lots of texts and messages. My phone is full.

"I had a text from Arsene Wenger. He said 'Congratulations, you deserve it'.

"I replied 'Thank you very much' and told him this is for the whole of Arsenal Football Club, who have helped me get where I am today."

Fabregas, heavily linked with a move to Barcelona before the tournament, was upset throughout the World Cup after failing to break into the Spain team following a three-month lay-off with a broken leg.

But he insisted that the side's triumph had made it all worthwhile.

He added: "It is a great moment for me, every Spaniard and every Spanish player.

"We were very proud of what we achieved. We never thought we could make it. It is something special and we are very happy about it.

"It was a difficult tournament for me, as I didn't play a lot. But I had something inside me telling me I would have my chance in the final. I will never take this medal off."

ROADBLOCKS reaching as far as Heroes Circle were set up in Kingston this morning, and police came under fire as they tried to clear the debris.

At the Admiral Town Police Station on Slipe Pen Road, cops said they were on high alert, following attacks on cops from that station who tried to help clear the roadblocks.

The Observer news team is unable to get to the Denham Town Police Station which serves the Tivoli Gardens community because of road blocks along Spanish Town Road.

JUNIOR foreign minister Ronald Robinson has resigned citing personal reasons and his involvement in the Manatt, Phelps and Phillips controversy.

Robinson cited the health of his wife who has undergone two major surgeries, the most recent being this week.

"It is clear that with the pressures of being minister of state over the last two and a half years it has taken its toll and I have not been able to be as supportive as I need to be to her," he wrote in his resignation letter.

BRUCE Golding will not resign as prime minister of Jamaica.

Jamaica Labour Party (JLP) General Secretary Karl Samuda said Golding's actions in the Manatt Phelps and Phillips affair do not rise to the level that warrants a resignation.

Samuda said the prime minister has not lied to the country. He said he, Samuda, knew all along that the prime minister had been the one to sanction the Manatt deal, but had not revealed this in the report he gave to Jamaicans weeks ago. He refused to say why.

If we were in the position to do it again, we would adopt a different strategy, Samuda said, addressing reporters in Ocho Rios today.
